Scope of Work

Under the direct supervision of the Country Coordinator and in close collaboration with the Child Protection and Youth and Adolescent Development Specialists, the Social Protection consultant will conduct the following analysis:

Review of key vulnerabilities experienced by refugee and migrant children and their families, Unaccompanied minors who have turned 18, young migrants and refugees aged 19-25, including those multiple with overlapping dimensions of disadvantage, such as gender and disability that could addressed by, or link with, social protection.



Review of the social protection frameworks & programmes: legal, policy, and strategy frameworks, as well as programmes, as they apply to refugee and migrant children and their families, Unaccompanied minors who have turned 18, young migrants and refugees.


Mapping of social protection schemes and social services: mapping of the type of government funded social protection instruments utilized at the national, regional and municipal levels (including cash and in-kind transfers, school feeding etc) and of stakeholders involved in implementation social protection (NGOs, CSOs, etc.). This mapping is to include essential programme design components, including eligibility criteria, enrolment processes, transfer values and frequency, and funding source.

Analysis of the implementation of social assistance and social protection services provided and assessment of barriers: legal, operational and administrative procedures, capacities and barriers.

Actionable roadmap to address the barriers: develop an actionable roadmap on how to improve the inclusiveness, efficiency, effectiveness and coordination of social protection services for refugee and migrant children, their families, Unaccompanied minors who have turned 18, young migrants and refugees aged 19-25. This should include evidence-based recommendations for addressing identified shortcomings in legal and policy provisions and administrative practice, as well as how to establish synergies between existing support programmes and relevant social protection services, and how to enhance uptake by migrant and refugee families, Unaccompanied minors and young migrants and refugees.

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum to undertake this TOR based on 110 working days.

Minimum requirements:

Minimum Masters in Social Policy, Social Sciences, Political Science, or a related field.

Knowledge/Expertise/Skills required:

Extensive expertise and experience conducting reviews of the social protection sector, and social assistance in particular (minimum 5 years of relevant professional experience);
Strong understanding of social protection policies and programmes in Italy;
Excellent analytical and writing skills;
Experience in conducting research (desk reviews and/or primary data collection)
Demonstrated experience producing high-quality policy papers with clear actions, including operational reviews
Fluency in Italian and English is required.
Desired :

Experience in working with vulnerable populations;
Previous engagement with and demonstrated understanding of the EU Child Guarantee development process
Experience working in or with governments on social protection reforms is a key advantage; and
Experience with or demonstrated knowledge of addressing barriers to access to social protection by migrant and refugee populations is a key advantage.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
