WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 15 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, State of Palestine, Syria, Tunisia, Turkey, Yemen and Ukraine. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP is fully aware of the impact that the climate crisis is currently having on achieving Zero Hunger by 2030 (SDG 2). Findings from the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) indicate that climate change could increase the risk of hunger and malnutrition by up to 20 percent by 2050, and its impacts will be felt disproportionately on the most food insecure and vulnerable.

WFP is committed to step up the number and scale of its climate-related interventions to support adaptation efforts of vulnerable people and governments globally, focusing on food and nutrition security.

With the growing need to quickly adapt to climate change and the increasing demand from governments in the MENA region to receive support from international organizations to scale up responses, WFP is investing in enhancing its readiness to access climate finance resources. This investment is part of a regional ‘Climate Readiness Initiative’ and focuses on enabling WFP country office teams to strategically engage with resource mobilization opportunities by mapping out and prioritizing key bilateral finance windows, government priorities, and develop initial project ideas based on local context.

KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of relevant WFP Country Offices and the oversight of the Climate Change team in the WFP Regional Bureau in Cairo the consultant will be responsible to conduct and/or facilitate assessments, gather analysis, provide guidance to country offices, design projects, coordinate consultations and draft related concept notes (CN), funding proposals (FP) and relevant annexes to be submitted either to the AF, GCF or other climate-related funds or donors. These projects will focus on improving food and nutrition security while at the same time enhancing adaptive capacities of individuals, communities, systems and institutions.

The specific tasks of each assignment will differ for each proposal, depending on local context, background documentation and assessments available, WFP CO and government existing capacities, availability of local consultants to support with specific in-country tasks, and requirements of the fund to which the proposal will be submitted. A list of the key tasks leading to proposal submission is provided below. A separate project-specific TOR will be prepared in coordination with the relevant Country Office each time a proposal is assigned to the consultant.

Pre-feasibility assessment: perform a pre-feasibility assessment in a format and template previously agreed with WFP and acceptable to the fund, which includes:
context analysis, including climate analysis, climate change related problem and impacts, key factors of vulnerability and barriers to adaptation, national policies and priorities, existing initiatives;
design the project theory of change and structure, defining project components, outcomes and outputs in coordination with the Country Office and relevant stakeholders;
justification for the proposed project, including an analysis of factors such as sustainability, alignment with national priorities, cost-effectiveness, coordination with other relevant initiatives, additionality as required. A summary of the content will then be included in the proposal
Participate in stakeholder consultations at national/sub-national/local level to gather the information needed to the design of the project and the drafting of the proposal
Participate in community consultations [at concept note stage] to assess communities’ vulnerabilities, capacities and needs in terms of climate change adaptation, discuss activities’ ideas, collect information on gender roles and specific vulnerabilities/needs, collect information on environmental and social risks – in collaboration with gender and Environmental and Social Safeguards (ESS) experts
Participate in community consultations [at funding proposal stage] to confirm/finalize project activities, receive feedback/concerns/approval from communities on the proposed activities, collect more information (if needed) on gender and ESS – in collaboration with the relevant experts
Lead the design of the project and subsequent drafting of the concept note and funding proposal, drafting all of the sections using the results from the pre-feasibility assessment, the consultations, and coordinating inputs from technical experts, gender and ESS experts, and Country Offices
Together with main stakeholders, and with support from CO/RB/HQ staff, clarify project implementation and management structure and mechanisms;
Lead the drafting of the proposal annexes, with inputs from CO/RB/HQ staff. [estimated days needed depend on the involvement of CO/RB/HQ staff and support provided
Ensure the concept note/funding proposal and its annexes are of high quality and comply with the AF/GCF/relevant donors policies and guidelines;
Provide responses to AF/GCF Secretariats’ comments and amend the proposal and annexes accordingly, in coordination with CO/RB/HQ staff

Indicative Deliverables
Specific deliverables will be defined for each proposal the consultant will work on. However, this is the comprehensive list of possible deliverables with regard to submissions to the GCF and AF:
• Pre-Feasibility Assessment
• Project concept note
• Full funding proposal based on AF/GCF templates
• Annexes to the AF/GCF proposals, which include:
o Feasibility study
o Project Theory of Change and logical framework
o Economic and/or financial analyses
o Detailed project budget
o Implementation timetable
o Environmental and social risk assessment and management plan
o Summary of stakeholder consultations at national and local level
o Gender assessment and action plan
o Operations and maintenance plan
o Procurement plan
o Monitoring and evaluation plan

STANDARD MINIMUM QUALIFICATIONS
Education : Advanced University degree ideally in one or more of the following disciplines: climate change adaptation, environmental studies, agriculture and food security, development studies and geography.

Experience : A minimum of 6 years post graduate, progressively responsible, job related experience in food security, climate change adaptation, environmental management, disaster risk reduction or related area.

Knowledge & Skills :
• Proven experience and ability to design and develop climate adaption projects.
• Strong familiarity with climate finance and donor landscape and priorities.
• Proven ability to coordinate across multiple stakeholders.
• Excellent communication and writing skills.
• Familiarity with WFP and the UN system will be regarded as an asset
• Excellent written and spoken English.
• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)

Languages: Fluency (proficiency/Level C) in written and spoken English language is required. Intermediate knowledge (level B) of second official UN language (Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language), especially Arabic would be a plus.
