Justification

In October 2022, Madagascar was invited to present its experience at a global round table organized by ENN on women’s nutrition. In that occasion, an ad hoc working group on Women and Adolescent nutrition (WG-WAN) was created, with the representation of the national authorities (National Office for Nutrition, Nutrition Service of the Ministry of Health), UN agencies (UNICEF, WFP), and NGOs (ACF, MdM), under the coordination of the Nutrition Cluster. Several challenges for women’s nutrition have been unwrapped during this forum, and it was decided to maintain the group after the event and request technical support to produce a more comprehensive analysis and working plan on women’s nutrition for the nutrition cluster/ sector.

In that context, the group asked for technical assistance from the GNC-TA to accelerate the development of a strategy and work plan on women’s and adolescent girls’ nutrition to effectively integrate women’s nutrition into the national and cluster programming.

Objectives

The main purpose of this technical assistance is to inform and guide overall support for women and adolescent girls’ nutrition programmes and to provide a more comprehensive response, especially but not exclusively in the humanitarian context.

All activities will be conducted under the lead of the cluster in close coordination with national counterparts (ONN/ SNUT) and the women and adolescent working group. Gender and protection advisors of the nutrition cluster members will be closely associated with the work.

How can you make a difference?

Review existing data and literature on women’s and adolescents’ nutrition in Madagascar (based on a recent ENN case study and the maternal nutrition landscape analysis for Madagascar, 2019).
Develop the vision for women ‘s and adolescent girls’ nutrition, with a focus on the specificities of nutrition in an emergency. (Duration in line with the PNAMN National Multisectoral Nutrition Plan 2022-2026)

Provide adequate technical advice to address the identified gaps, based on international standards and guidance on mainstreaming Women’s and adolescents’ nutrition and equity into all the systems (health, food, wash, social protection), in line with the PNAMN.
Support the update of the national protocol for the management of acute malnutrition to integrate the management of malnourished pregnant and lactating women.
Support the GT SIN on the integration of women’s and adolescents’ nutrition data.
Produce one roadmap/ operational guidance on women’s and adolescents’ nutrition.
The proposed schedule is for 60 days over a 4 to 4.5 -months period and based on a mix of in-country and distance working, with the following:

1 week (5 days) remote: Literature review and inception note
6 weeks (30 days) in the country: vision development, work with main working groups and officials, including one workshop
3 weeks (15 days) remotes
1 week in the country for documents presentation and validation
1 week remote for finalization
To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, humanitarian assistance and development or another health-related social science field.
A minimum of five (05) years of relevant professional experience in nutrition, public health, nutrition planning and management, or maternal, infant, and child health/nutrition.
Relevant experience in health/nutrition programme/project development and management in a UN system agency or organization is considered an asset.
Experience in Gender and GBV risk mitigation is strongly desired.
Experience in enhancing the role and power of local and national organizations (especially women-led, or women’s and girls’ rights-focused organizations) in nutrition responses is strongly desired.
Experience in women and adolescent girl nutrition is required.
Developing country work experience in humanitarian contexts is required with experience in development contexts an added advantage.
Fluency in French and English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
