The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

Scope of Work:

Under the leadership and management of the WASH Officer and WASH Specialist, the Consultant is accountable for the timely and quality delivery of SBC activities under UNICEF’s workplan on WASH in communities, schools and ECCD programs (Outputs 1.4, 2.1 and 2.2). The scope of the work of the Consultant is enumerated below:

1. Support UNICEF in communicating good practices on WASH programming as part of the scale-up strategy

UNICEF is in its last year of the current country program, and several success stories, notable achievements, lessons learned, and good practices have emerged. Nonetheless, two projects on blended financing with output-based aid in Samar province and on fecal sludge management in Baguio City have also just started this year. Apart from recognizing local government partners and key stakeholders that are found to be best performing, documenting their experiences and being able to share their work is critical in influencing other local government units (LGUs) to follow. In the recent WASH Evaluation, it was recommended to step up the efforts to document the program’s successes as part of its scale up strategy. The Consultant will support the fulfillment of the actions identified in the evaluation management response.

Under direct management from the WASH Specialist, the Consultant’s work will involve planning and coordinating various SBC activities on below thematic areas, leading documentation of good practices, and facilitating technical reviews of communication materials and publications with relevant stakeholders.

Fecal Sludge Management (Baguio City, Region 3, national-level engagement)
Hand Hygiene (Baguio City, national-level engagement)
Technical assistance on PhATSS roll-out and to LGUs implementing Blended Financing with Output-based Aid or BF-OBA (Samar, national-level engagement)
Manage the content for the social media accounts of Wash O’clock and WASH Philippines (national level engagement) after clearing with Comms Section
2. Provide coordination and technical support to WASH in Schools and ECCD initiatives at provincial and national levels

As part of its joint workplan with the Department of Education and the Department of Social Welfare and Development, UNICEF is supporting several communications-related initiatives on WASH in Schools (WinS) programming and WASH in Early Childhood Care and Development (ECCD), for which the Consultant will be providing coordination and technical support to DepED, DSWD and the ECCD Council at the national level

Recently, DepEd School Health Division has developed, with support from UNICEF, a communication plan for WinS, and established a process for vetting and approval of social media posts based on the content plan. The Consultant needs to strengthen the support around strategic communication and aligning WASH messages to ensure target audience is reached, with due clearance to Communications section of both DepEd and UNICEF.

A draft WinS in Emergency guideline has undergone a round of review by the DepEd DRRMS and SHD. In consultation with the WASH Officer, the Consultant needs to conduct a series of consultations with the WinS TWG, regional offices and school division offices and particularly targeting Region 8 and CARAGA, based on the learnings from the Typhoon Odette response.

On WASH in ECCD, UNICEF has developed a WASH and Learn Guidebook for Child Development Workers to use in teaching proper hygiene behavior and the WASH in ECCD module for the 4Ps Family Development Session. The Consultant will be supporting DSWD to conduct a series of capacity-building activities on the use of both materials to enable the scale up of their implementation.

TERMS OF REFERENCE OR WORK ASSIGNMENT

Tasks/Milestones:

A. Document the experience and lessons learned from the SBC implementation on fecal sludge management to inform the development of the DOH Playbook on Sustainable Sanitation (15%)

B. Support the Hand Hygiene Roadmap implementation (15%)

C. Support the implementation of SBC activities related to PhATSS roll-out and BF-OBA (10%)

D. Support UNICEF’s WASH section advocacy events (18%)

E. Provide coordination and technical support to WASH in Schools initiatives (20%)

F. Provide coordination and technical support to WASH in ECCD initiatives at provincial and national levels (20%)

G. Assist in other tasks in support of humanitarian emergencies (2%)

Deliverable/s:

Conduct a technical review of SBC action plan of Baguio City (ADB-supported) on FSM and SWM
Provide field-level coordination and technical guidance of UNICEF-supported SBC activities on FSM
Document experience and lessons learned from the SBC implementation in Baguio and selected provinces / cities in Region 3 to inform the development of the DOH Playbook on Sustainable Sanitation

Recommendations provided on SBC action plan and activity implementation
2x case study on the SBC FSM implementation
Coordinate and document the partnership discussions between DepEd and the Hand Hygiene Alliance Philippines, under the leadership of UNICEF WASH Specialist
Monitor the implementation of the Hand Hygiene Roadmap supported by the Hand Hygiene Alliance Philippines and the Department of Health
Coordinate and document SBC initiatives on hand hygiene with student organizations (UPLB ABACA) and Hand Hygiene Alliance Philippines
Coordinate and provide technical guidance on the review of the research publication on the Wash O’clock campaign
Coordinate the use and monitor the uptake of the training video on DOH Learning Academy (Behavioral Nudges on Hand Hygiene)
Review the training video on SBCC on Hand Hygiene with focal points of DOH HPB and UNICEF

Qualifications:

A Masters Degree in Social Sciences, Development Studies, Public Health, Gender Studies, Journalism, Communications Research, Development Communication, Community Development and related fields or equivalent professional training and experience.

Knowledge/Expertise/Skills required:

• Strong background on social research – at least 5 years’ experience in designing and implementing participatory research activities.

• Excellent technical writing skills; sample of previous individual written work will be required.

• At least 3 years of experience in the analysis, design, advocacy and implementation of policies, strategies and programmes for the delivery of basic services like, Health, Education and WASH programs.

• Substantial experience in field research an asset.

• Facility with statistical analysis an advantage.

• Facility with use of tri-media is an asset.

• Experience on campaign implementation and publication an advantage.

• Experience working with government agencies and local government unit an asset.

• Previous development work on water, sanitation and hygiene, environmental sanitation and public health an advantage.

• Excellent communication skills, both oral and written, in English and local language essential.
