The support provided by the WASH specialist (Emergency Response Team) will enable the country office to achieve the WASH Emergency-related output results of the country programme. Being part of the multisectoral Emergency Response Team, roving across DRC, the WASH Specialist will lead and/or support WASH preparation and response to emergencies, in direct support to national WASH officers.

How can you make a difference?

Under the Chief WASH management and guidance, and in close collaboration with the Emergency Manager based in Goma, the WASH Specialist ERT will lead and support WASH responses to humanitarian emergencies across DRC. The role of the WASH Specialist Emergency is an operational role. He/She will be part of a response team based in Goma. The selected candidate will be expected to deploy across the country to support and ensure to start the first emergency response in a given province. He/She will ensure coordination and collaboration as needed with UNICEF emergency response mechanisms such as the WASH Cluster, UNiRR and CATI (cholera). The Specialist supports the kickoff of the emergency response putting in place all that is needed in terms of development of prodocs preparation and preparedness implementation of the first phases of the response, tools for monitoring. This will be done in close collaboration with the national and provincial WASH officers and the Specialist will provide technical guidance and management support throughout the response processes.

Summary of key functions/accountabilities:

Programme development and planning
Draft the WASH inputs for the situation analysis and humanitarian sitreps. Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of WASH sector development trends, for maximum efficiency and effectiveness in programme design, management and implementation.
Programme management, monitoring and delivery of results.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
Technical and operational support for programme implementation
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
Humanitarian WASH preparedness and response
Build Capacities: Promote continuous learning, strengthening, and scaling up in WASH for both development and humanitarian contexts through capacity building for UNICEF staff and partners.
Networking and partnership building
Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.

To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in one of the following fields is required: Public health, social sciences, Water & sanitary engineering or another relevant technical field.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of five [5 years] of relevant professional experience in one or more of the following areas is required: in WASH Emergency-related programmes or another related area is required.
Experience leading WASH emergency programs within UNICEF is required.
Proven experience in leading WASH programs in response to public health emergencies (cholera, ebola, etc.)
Relevant experience in a UN system agency or organization is considered as an asset.
Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
