Cadre organisationnel
This position is located within the Field Technology Unit (FTU) in the Mission Support Service of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of Field Technology Unit (FTU).

On 28 October 2022, the Security Council, by its resolution 2656 (2022) extended the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organisations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and
child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilise post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsabilités
Within the limits of delegated authority, the Information Systems Assistant will be responsible for performing the following duties:

•Assists with the planning of all information systems projects within the Mission, monitoring the progress of the systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of more complex systems;
•Assists with the management of the Information Systems budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs;
•Supports the development of technical specifications for the procurement of innovation equipment and contractual services, and coordinates the technical evaluation of offers and proposals received;
•Handles all aspects of contract administration including the establishment of service level agreements with vendors and charge back policy for users;
•Assists the team with the development of strategies to implement global Innovation systems projects originating out of DFS/ICTD and the Mission;
•Assists the team with the development, implementation and monitoring of information systems standards, guidelines and procedures;
•Assists the team with the development of detailed systems and other functional specifications and user documentation as required;
•Provides advice to users, analyzing user requirements and translating these into new applications; determines application systems integration and linkage issues;
•Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of Innovation systems, etc;
•Supports the team with the development of training materials, operating and user manuals and trains staff in the use of assigned systems;
•Assists with the development of disaster recovery plans relating to information systems and ensures appropriate planning and training of those responsible;
•Researches, analyses and evaluates new technologies and makes recommendations for their deployment;
•Participates in writing reports and papers on systems-related topics, system requirements, information strategy etc;
•Develops the yearly work plan, mentors and supervises personnel of the Unit;
•Coordinate, assist, where appropriate conduct feasibility studies, project planning and development, proofs-of-concepts, prototyping, and implementation of new technologies.
Innovation & Technology Systems
•Participates in the development of plans for major Innovation & Technology systems' projects within the mission, monitoring the progress of the design, installation and commissioning of various networks and systems;
•Develop research and development (R&D) framework, methods and plans, and monitor research program and budgets for R&D;
•Identify ICT gaps and undertake assessments, research and/or study to determine appropriate measures to address the gaps or technology limitations;
•Undertake substantive technical engagements with internal stakeholders, including the sectors and field offices, as well as external partners and providers as deemed necessary and appropriate;
• Plan, coordinate, and design the underlying infrastructure that integrates multiple sensors and emergent force protection or sustainment technologies;
• Develop solution in Proof-of-Concept environment including testing, training and documenting infrastructure solutions; • Provides guidance to, and may supervise, new/junior staff, consultants, etc.
• Performs other duties as required by the Chief FTU and or immediate supervisor.

Compétences

Formation
High school diploma or equivalent is required. Training/certifications in computer science, information systems, mathematics, statistics or related telecom engineering field is desirable.

Job - Specific Qualification
A technical or vocational certificate in ITIL is desirable.

A technical or vocational certificate in Project Management is desirable.

A technical or vocational certificate in Microsoft Office 365 applications including Power Application is desirable.

Relevant training in Network Security, UMOJA roll mapper/SLO and iNeed system is required.

Relevant training in Business Relations Management is desirable.

Expérience professionnelle
At least eight (8) years of progressively responsible experience in Information Systems and Technology, or related area is required.

Experience with the UN SAP applications and trained in the related UN incident management escalation of the UN SAP process from client to tier 3, and related liaison access is required.

Experience in creating Office 365 power application (including power apps, BI reports and automation) is required.

Experience in managing the FTS service/support unit is required.

Minimum of 5 years’ experience in a 3rd Line role, specializing in network support in an enterprise environment, Network Protocols - TCP/IP, LAN/WAN technologies, routers, switches, VPNs, MPLS, SDWAN and Network security including firewalls and port level are desirable.

Experience providing services in a conflict or post-conflict setting either in the United Nations common system or comparable international organization is desirable.

Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required and knowledge of Arabic is desirable.
