Chemonics seeks a Chief of Party for the anticipated USAID-funded Mali Rule of Law Program (ROL). The purpose of the Activity is to contribute a pathway to building trust and social cohesion among formal and informal justice sector actors, donors, civil society, media, and citizens. The Activity has 4 main objectives: 1) Strengthen justice sector institutions are capable of delivering more effectively, including the Ministry of Justice, courts and potential new institutions established for transitional justice; 2) Enhance access to justice for all by increasing navigability of the justice system, access to legal aid, and public understanding of the judicial system and linkages between formal and informal; 3) Support anti-corruption and oversight mechanisms to build out vertical and horizontal integrity networks to combat pervasive corruption, illicit enrichment, violent extremism, and organized crime; 4) Improve protection of human rights and greater accountability for violations, with a focus on SGBV and TIP in its diverse forms, including hereditary slavery.

Responsibilities:

Provides overall leadership, technical oversight, quality control, management, and thought leadership to the program.
​Oversees program implementation; collaborates with USAID, national and regional government actors, and stakeholders — including program partners, public and private sector organizations, service providers, and beneficiaries — to address program objectives.
​Supports and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of this program.
​Coordinates with Chemonics-Washington and USAID counterparts to ensure program compliance with USAID regulations and requirements.
​Fosters and maintains excellent and effective relationships with USAID and other donors, government officials, and other entities mentioned above.
​Ensures quality control and overall responsiveness of technical assistance; leads the program through programmatic shifts.
​Makes key decisions and solves problems in short timeframes while ensuring operational and programmatic integrity.
​Provides overall leadership management, general technical direction, and an integrated vision among diverse stakeholders.
​Produces effective written reports and oral presentations on the program, including preparing periodic reports, updating on developmental challenges facing the program, and articulating the program’s success in meeting deliverables​.
Supervises senior staff; inculcates a strong team ethos and commitment to excellence.

Qualifications:
Advanced degree in international development, Rule of Law, conflict mitigation or management, or a closely related field
Minimum of 10 years of experience in rule of law, stabilization, conflict environment experience, or humanitarian aid.
At least 10 years of experience supporting the implementation of donor-funded projects in West African countries.
Minimum of 5 years of project leadership experience as Chief of Party, Country Director, or an equivalent role.
Experience providing leadership and management to a dispersed, diverse, staff of technical and operational experts in an unstable, conflict-affected environment
Demonstrated commitment to diversity and inclusion, and upholding the highest standards of ethical behavior
Fluency in French and English required; knowledge of a Malian local language preferred
