Chemonics seeks a Chief of Party for the USAID’s Ethiopia Transitional Justice and Rule of Law Activity. The activity seeks to facilitate a more comprehensive and inclusive Transitional Justice process that will help Ethiopia to move forward by addressing past grievances and building the ground for reconciliation and lasting peace, while also strengthening and supporting relevant rule of law, democratic, and human rights institutions. The project has an anticipated value of $18 million USD and will provide technical support to relevant government institutions and CSOs to realize transitional justice mechanisms by improving public participation and legal empowerment to inform, shape, and oversee transitional justice and related rule of law policy making and implementation; strengthening the effectiveness of transitional justice and related mechanisms to holistically address atrocities and conflict-related gross violations of human rights; enhancing the quality and accessibility of legal services; and strengthening the justice administration’s independence, professionalism, and efficiency.

Duties and Responsibilities:
The chief of party (COP) will supervise all activities related to this program and have the responsibility for the successful performance of the project. The COP will provide strategic leadership and responsibility for administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the activity are met.
Provide overall leadership and technical oversight of Ethiopia Transitional Justice and Rule of Law program.
Serve as the primary point of contact with USAID, maintaining productive working relationships with counterpart institutions and leadership and ensuring timely and accurate reporting to USAID on activity progress.
Working closely with USAID, develop and communicate the strategic vision of the activity, drive key decisions, and ensure the Ethiopia Transitional Justice and Rule of Law team is responsive, timely, and flexible when delivering the approved work plan.
Oversee direct communications with senior officials at counterparts in regional and federal government as well as with CSOs and local partners.
Work directly with designated officials at program counterparts to implement and monitor approved activities, including providing technical support to counterparts and measuring activity performance.
Build effective working relationships with officials from the Ministry of Justice, Supreme Court, Attorney General’s Offices, and Legal Audits and Inspections Directorate, and with various other high-level stakeholders.
Work with activity leadership to ensure that Ethiopia Transitional Justice and Rule of Law is optimally staffed, including short-term technical assistance, and support staff to perform effectively toward program objectives.
As appropriate, may lead the project through programmatic shifts.
Oversee work planning, performance management, strategic communications, timely and accurate program reporting, and other contractual and budgetary aspects of program management.
As required, liaise with the Chemonics-Washington corporate office for any support.

Qualifications
Advanced degree in relevant field; J.D. or advanced degree in law.
Minimum 12 years of senior-level justice sector experience, including management of large-scale USAID programs with similar scopes.
At least 10 years’ professional experience in governance, transitional justice, or rule of law-related USAID development programs at a senior program management level, including direct supervision of professional and support staff.
Minimum five years of experience as chief of party or in donor-funded leadership position in East Africa.
Demonstrated experience in working effectively with judicial stakeholders, government counterparts, and civil society organizations.
Demonstrated exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-sized donor-supported programs, with skills in strategic planning, management, supervision, USG compliance, and budgeting.
Extensive experience engaging government accountability institutions with civil society organizations to create change.
In-depth working knowledge of and ability to work effectively with senior host government and judiciary officials, including the Ministry of Justice, Supreme Court, Attorney General’s Offices, and Legal Audits and Inspections Directorate.
Work directly with designated officials at program counterparts to implement and monitor approved activities, including providing technical support to counterparts and measuring activity performance.
Demonstrated experience promoting access to justice for vulnerable and under-served populations, including but not limited to women, children, and minority communities.
Proven staff management experience with demonstrated ability to lead a team with diverse technical backgrounds.
Strong interpersonal and communication skills, including the ability to communicate clearly and concisely both orally and in writing.
Fluency in English required.
Familiarity with the political, social, and cultural context in Ethiopia desired.

Reporting:
The chief of party will report directly to the Ethiopia Transitional Justice and Rule of Law Project Management Unit (PMU) Director, or their designee.

Location/Duration of Assignment:
This long-term assignment will take place in Ethiopia and is anticipated to extend through the life of this 5-year project. The chief of party will work from Addis Ababa, Ethiopia, with domestic travel as required.
