BACKGROUND
Purpose of Activity/ Assignment:
Justice for children contributes to the achievement of SDG 16.3 (access to justice for all); but also, within the child protection agenda, it contributes to SDG 16.2 (VAC), 16.9 (legal identity & birth registration), 3.4 (mental health), 5.2 (VAW&G), 5.3 (harmful practices), and 8.7 (child labour and child soldiers).
Children’s improved access to justice through specialized child justice systems contributes to UNICEF’s Strategic Plan and Child Protection Strategy which has three objectives - prevention, ensuring no child is left behind, and strengthening access to response services. In 2021, UNICEF launched an ambitious 10-year Reimagine Justice for Children Agenda (J4C) at the World Congress on Justice with Children. The Reimagine J4C Agenda has 6 interconnected and mutually reinforcing key priority actions for children in conflict with the law, child victims/witnesses and children in civil proceedings. These are 1) legal empowerment, 2) legal aid, 3) diversion, 4) protection from detention, 5) access to justice for survivors of violence, abuse and exploitation, 6) alternative dispute resolution and child friendly courts. End Child Detention which is at the core of Reimagine Justice Agenda is one of the three Child Protection Global Technical Team priorities. The guidance notes and training modules will be targeting UNICEF CO, and RO, and NatCom staff to strengthen their capacity in providing advice to the government and civil society partners.
Given the above-mentioned developments, there is a need for not only a subject matter expert on justice and its link with child protection system but also a consultant with proven experience in developing guidance notes and training manuals on the key components of the Reimagine Justice Agenda for the use of country and regional offices and counterparts and National Committees.
Scope of Work:
Under the direct supervision of the Child Protection Specialist on Justice for Children, the consultant will work to achieve several key results in the following areas of work:
Building on existing materials from HQ and different regions and in coordination with other child protection specialists in HQ and ROs, development of guidance notes on the six components of Reimagine Justice prioritizing (a) Legal empowerment (b) Legal Aid (c) role of social service workforce in justice for children (d) alternative dispute resolution and justice for children, and (e)Mental health and psychosocial support and children in the justice system.
Review existing tools and manuals on diversion and alternative measures, child victims, and children in civil proceedings from UNICEF and other agencies and develop an updated training package on justice for children.
Terms of Reference / Key Deliverables:
i) 5 Guidance Notes developed
a. Legal Empowerment of children in the justice system– By 30 Nov 2023
b. Legal Aid and children in the justice system – By 30 Jan 2024
c. Role of Social service workforce in justice system for children – By 30 March 2024
d. Alternative dispute resolution and justice for children – By 30 May 2024
e. Mental health and Psychosocial Support and children in the justice system. -By 30 July 2024
ii) Training package on justice for children developed – 15 October 2023 – 30 August 2024
Qualifications
Education:
Master’s level or an advanced university degree in international law
preferably in child rights or child protection.
Work experience:
A minimum of 8 years of professional experience in child protection programme planning and management in the area of justice for children linked with child protection system is required.
Experience working in a developing country is considered an asset.
Experience in both development and humanitarian contexts is considered an added advantage.
Experience in developing guidance notes and training manuals is required
Requirements:
Completed profile in UNICEF's e-Recruitment system and

Financial proposal that will include/ reflect:
the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
Any other estimated costs: visa, health insurance, and living costs as applicable.
Indicate your availability
Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
