UNICEF is providing technical assistance to MCA to ensure responsible data for children principles are reflected across the lifecycle of the data in the Child Module. In this context, Responsible Data for Children (RD4C) — a joint initiative between UNICEF Chief Data Office (CDO) at headquarters and The GovLab at New York University — will collaborate with the China CO. Seeking to support MCA and other institutions involved in the Child Module, this collaboration will take the form of a series of multi-stakeholder engagements on how the Child Module can ensure the safe and efficient use of data to prevent children from falling back into poverty. It will be a two-stage exercise, with Stage A consisting of the RD4C assessment and Stage B focusing on the implementation of recommendations.

How can you make a difference?

UNICEF is soliciting technical expertise and local understanding to ensure the Child Module is designed and rolled out in alignment with both responsible data principles and best practices and local needs.

The consultant is expected to deliver the following -

Develop workplan that further defines the timetable and deliverables of the consultancy, based on consultation with RD4C team and UNICEF China;
Support RD4C team by conducting complementary desk review and consultations in Mandarin and in person where relevant.
Support the RD4C team in designing, facilitating and providing a series of webinars on RD4C
Proofread translated documents from English into Mandarin
Support the RD4C team in designing, facilitating and conducting in-person workshops, focus group discussions and interviews and, where needed, support complementary engagements in Mandarin.
Provide hands-on and technical support to the implementation of identified actions to strengthen responsible data practices
Provide hands-on and technical support to the development and roll out of periodic reviews, presentations and other documentations for national advocacy efforts, workshops and other engagements.

To qualify as an advocate for every child you will have

- Advanced university (masters) degree in social sciences, law, data science, information management or related field is required.

- A minimum of 5 years of relevant professional experience in information management system, with very solid technical knowledge of data governance and data ethics issues.

- Strong preference will be given to candidates with experience in information management systems for child welfare or social protection.

- Good knowledge of human rights and child rights is required. Demonstrated experience in child safeguarding is highly desired.

- Familiarity with the context of China, particularly with the legal context of data security and child protection is desired.

- Fluency in English and Mandarin is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
