Chemonics seeks a deputy chief of party (DCOP) for the anticipated USAID’s Markets for Sanitation Activity in Ethiopia. The $25-50 million, five-year project will aim to improve markets for sanitation by strengthening the market for sanitation products and services, strengthening sanitation governance capacity at the national and sub-national levels, increasing access to sanitation financing, and increasing the knowledge base to bring innovation to scale. The DCOP will work closely with the Chief of Party (COP) to manage the day-to-day programmatic elements of the activity. He/She will provide technical and managerial leadership over the technical components to ensure responsiveness and quality implementation including building partnerships with key stakeholders.
Candidates should possess experience in leading donor-funded WASH programming and experience with market-based approaches to implementation. We anticipate that the Deputy Chief of Party will be based in Addis Ababa.

Responsibilities:
Work alongside the COP to provide leadership and management oversight for all technical program support activities
Coordinates the technical team for fully and accurate implementation of the activities in order to achieve the activity results and objectives while complying with USAID rules and regulations
Ensure program implementation is in accordance with USAID regulations and procedures and the specifications as described in the prime contract and the approved annual implementation plan
Lead daily technical implementation, coordination with activity counterparts, and preparation of contractual deliverables
Provide strategic technical vision to plan and implement activities and achieve results related to control, risk management, supervision, and transparency
Build partnerships with key stakeholders, including local implementing partners, government officials, and USAID
Oversee annual work planning, performance management, and strategic communications
Build and maintain a technical bridge between project technical staff that design strategy and achieve activity-wide goals and objectives
Ensure that lessons learned from project implementation are across components and are fed into quarterly reports, annual reports, and the annual work plan
Review and comment on draft reports and deliverables prepared by technical staff
Qualifications
Bachelor’s degree in water and natural resource management, public administration, public health, business administration, management, business administration, public policy, public finance, economics, finance, or an equivalent combination of education and work experience in a related field
Master’s degree preferred
At least five years of experience in the successful implementation of international development activities; experience working in the WASH sector and experience within the private sector, ideally in Africa, preferred
Demonstrated ability in the concepts, principles, methods, and techniques of delivering market-based approaches to sanitation required
Experience working on USAID or other international donor-funded activities preferred
Strong interpersonal and oral/written communication skills to fulfill the project’s diverse technical and managerial requirements and effectively coordinate with a range of stakeholders
Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations, and other donors
Previous experience working in Ethiopia preferred, but not required
Fluency in English with excellent oral and written communication skills required; proficiency in Amharic preferred

This role is expected to be based in Addis Ababa, Ethiopia and it is anticipated that there will be significant in-country travel
