Chemonics International seeks a Deputy Country Director (DCD) to support the The USAID Global Health Supply Chain Program- Procurement and Supply Management (GHSC-PSM) project in Burkina Faso. The project aims to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. President’s Malaria Initiative (PMI), Population and Reproductive Health, and Maternal and Child Health (MCH).

This position will be based in Ouagadougou, Burkina Faso. Chemonics International Inc. is a US-based international development consulting company, operating in over 95 countries. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The Deputy Country Director will provide direct technical assistance to improve the availability, accessibility, and use of pharmaceutical supplies at all levels of Burkina Faso’s public health system and will play a critical role working to improve data visibility at the national level. They will facilitate coordination and communication among various stakeholders and provide support in the development and implementation of supply chain policies and procedures to ensure quality quantification, commodity procurements, warehousing, inventory management, and responses to logistical challenges associated with distributing health products through the national supply chain. The Deputy Country Director will support the Country Director in the development and implementation of all strategic and policy matters related to the project workplan activities, represent the Country Director in their absence, and liaise with the Chemonics home office, USAID Mission, external stakeholders, development partners, and donors for technical project matters and multidisciplinary supply chain functions as per the project workplan.

Responsibilities:
Serve as a member of the senior management team overseeing the office operations team and facilitating timely completion of activities related to Task Order 2 (Malaria), Task Order 3 (Family Planning), Task Order 4 (Maternal Child Health), and COVID-19 activities, and completion of deliverables from the project’s workplan
Contribute to in the development of project strategy, identification of high impact interventions and development of fiscal year workplan and budget
Oversee the operations and performance of the project’s subcontractors and oversee the procurement process for hiring other partners as needed
Document project outputs and work with the Country Director to compile weekly, monthly, and quarterly progress reports.
Identify the need for local and international specialized logistics technical assistance and design and coordinate technical assistance strategies, requirements, objectives, and outputs consistent with the workplan
Contribute to technical implementation of the project including providing technical assistance to the parastatal that stores and distributes commodities in Burkina Faso (CAMEG), support rollout of the eLMIS, and support identification of improvements to increase availability of health products at the last mile
Support technical staff in in national forecasting and supply planning of malaria, reproductive health, maternal child health and HIV commodities and coordinate the procurement of malaria, family planning and reproductive health commodities
Assist the applicable Ministry of Health counterparts with monitoring the national pipeline of malaria, reproductive health, and other essential medicines, identifying funding and product gaps, and mobilizing resources necessary to fill those gaps
Provide operational support for implementation of family planning commodities distribution to private health facilities and to community health workers (CHWs) through NGOs and associations
Understand and implement project standard operating and reporting procedures and policies
Develop and implement risk mitigation strategies for procurement and logistics services

Qualifications:
Degree in Medicine, Social Sciences, Public Health, Engineering, Pharmacy, Supply Chain Management or relevant field required
Minimum 7 years’ experience providing operational support and/or technical leadership, oversight, and reporting for donor-funded programs, including health supply chain required
Demonstrated track record of effective leadership in senior management positions and ability to create and support a culture of inclusivity, learning, and delivering results
Demonstrated working proficiency in online databases, MS Excel, and other data aggregation and analysis tools
Experience working with HIV/AIDS, family planning and/or malaria commodities preferred
Strong organizational and communication skills and ability to work in a team-oriented, culturally diverse environment
Previous experience working and living in a complex operating environment preferred
Demonstrated ability to manage and implement complex USAID, Center for Disease Control (CDC), international, or non-governmental organization (NGO)-funded public health projects in a developing country context
Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders
Demonstrated leadership, versatility, and integrity
Fluency in English and French required
