Uganda’s Ministry of Health (MoH) declared a Sudan Ebola Virus Disease (SVD) outbreak on 20 September 2022, following a positive test result in Mubende district on 19 September 2022 and UNICEF Uganda Country Office (UCO) has developed an Ebola response plan in line with the Core Commitment for Children (CCC) in Emergencies. The plan is aligned to the national response plan and covers the following key pillars:

Infection Prevention and control through WASH (IPC/WASH),
Risk Communication and Community Engagement (RCCE)
MHPSS and Child Protection
Case management specifically nutritional support in ETUs/Isolation
Continuity of essential services (Health, Nutrition, and Education). These are key areas where UNICEF has a comparative advantage based on lessons learned from outbreaks in recent years.
How can you make a difference?

Under the supervision and with guidance from the Representative, and in close collaboration with Uganda Country Office (UCO) Emergency Ebola Task Force (ETF), the Emergency Ebola Response Coordinator will:

Assists the Representative in the Ebola emergency operations oversight and program management to ensure that the planning, funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities.
Represents UNICEF in different Ebola related forums at the strategic level and keeps management informed of all developments, including situation developments, potential threats and opportunities/issues in partnership. Provides advice and elevates issues related to the Ebola response to the CO Snr Management for decision making as required.
Under the guidance of the Representative, and in close collaboration with the UCO ETF, leads the UCO Ebola response efforts in ensure prompt and coordinated UNICEF response in line with the CO response plan, ensuring that the response is strategic, adequately addressing key children’s priorities of relevance to UNICEF mandate and the Core Commitment for Children.
Liaises with key stakeholders from Ministry of Health, WHO and other line ministries to ensure alignment to and contribution of UNICEF response to Government led plans.
Ensures that all the corporate requirements of an L2 are fully met by UCO.
In collaboration with senior management and section chiefs, maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for multisector aid for children and women with focus on the special needs resulting from the Ebola emergency situation developments.
In collaboration with UCO section chiefs, Identifies implementing/operational partners and establishes implementing arrangements, including swift development of quality Humanitarian Programme Documents (HPDs) and budgets supporting UCO’s Ebola emergency response.
Ensures that the UNICEF support is effectively provided to the government with respect to response pillars, coordination mechanisms, aligned with UNICEF’s global mandate and based on the CCC for children in emergencies.
Supervises and provide guidance to field coordinators and ensure adequate UNICEF participation and visibility in coordination efforts at national and sub-national level.
In collaboration with key UNICEF Uganda colleagues and the ETF, provide quality review and guidance to the development/ adjustment of UNICEF EVD response plans, including discussing and identifying opportunities for integrated/cross-sectorial interventions. Establishes longer-term requirements of the emergency operation/interventions.
Support the planning and development of response staffing needs, including surge capacity.
Ensures quality review of inputs for humanitarian appeals and updates related to emergencies as well as the development of quality project proposals for the Ebola response. Works with program sections and senior management to mobilize donor response funding.
Participates in UN Country team emergency response efforts, as required, and contributes to assessing the crisis and humanitarian situation in the country with special regard to the survival, protection and wellbeing of children, adolescents and women.
Participates in telecons, and media communication on Ebola (as needed)
Assist the office with the projection of resources required for an effective response,
Assist the UCO resource mobilization team with the required information, updates, gap analysis, human interest stories, etc., necessary for fundraising.
Lead and guide the preparation of frequent updates and reports including humanitarian situation reports, donor reports, EMT reporting, and reports to national authorities.
To qualify as an advocate for every child you will have…

Advanced University degree in one of the following fields: public health, nutrition, social sciences, public administration, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
Eight to ten years of progressively responsible professional work experience at the national and international levels in programme /project development, planning, implementation, monitoring, evaluation and administration.
Field level experience in emergency response with UNICEF.
Experience in responding to Ebola outbreaks is preferred.
Specialized training/experience in emergency response management highly desirable.
Fluency in English is required.
