Building a solid foundation during the early years of life is an important prerequisite for lifelong well-being, successful communities, economic productivity, and harmonious civil societies. Realizing its importance, the Government of the State of Eritrea began to reflect Early Childhood Development (ECD) in various policies such as the Macro policy (1994), the National Education Policy (2011), the Inclusive Education Policy (2008), and the Comprehensive National Child Policy (2013) among others.

The Ministry of Education (MoE) in collaboration with partners, has been investing on a small scale to expand ECCE programmes anchored in cost-effective strategies. ECCE curriculum materials, Early Learning Development Standards (ELDS), Early Childhood Development (ECD) parenting, and ECCE strategy were developed and are operational for quality delivery of ECCE strategies. This has led to a progressive increase in the number of ECCE centers from only 90 in 2000 to 622 in 2019 and the Adjusted Net Enrolment Rate (ANER) increased from 6.9% to 17.4%.

To improve the quality of pre-primary education, various capacity building trainings have been conducted at all levels. To create early learning opportunities for children between the ages of 0-6 years, the Ministry of Education (MoE) has chosen to use alternative implementation strategies, including Kindergarten, Rural Community Children’s Centre (RCCC), Pre-primary classes annexed to a primary school, and Parenting Enrichment strategy.

It is against this background that UNICEF seeks to hire an expert who will facilitate the 2nd ECE Diagnostics workshop and provide technical assistance and guidance to ECE Task Team to finalize the ECE national Development Plan.

How can you make a difference?

The purpose of the consultancy is to facilitate a five-day workshop to finalize ECE diagnostics, to provide orientation to scale-up approaches for summer school programmes and advocacy approaches for public demand. Remote support will be provided to finalize the ECE Development Plan including implementation plans for national and Zoba levels.

The specific objectives of this assignment are to:

Assist in preparation of the workshop
Facilitate the workshop
Provide orientation to scale-up approaches for summer school programmes
Provide orientation to advocacy approaches for public demand.
Developing implementation plan at national and Zoba levels.
Assist in finalizing the Eritrean ECE Development Plan
Deliverables and Management

Facilitate 5-day ECE Diagnostics workshop. Successfully concluded workshop and brief workshop report(50%payement)

Provide remote support to finalize the ECE Development Plan. Finalized ECE Development Plan (50% payment

The assignment is to be commenced 1st October and to be completed by 30th November 2023.

To qualify as an advocate for every child you will have…

The qualifications and skill areas required include:

An advanced university degree in one of the following fields: education, public administration, public health, economics, psychology, sociology, human development, child development, family studies, or another relevant technical field.
A minimum of eight years of relevant professional work experience at national and international levels in social development, specifically in early learning, including early childhood education and preschool.
Prior experience in conducting ECE Diagnostics
Fluency in English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
