STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Language: International Professional: Fluency (level C) in English language

ORGANIZATIONAL CONTEXT
Job holders for this role carry out and coordinate broad range of partnerships activities, analytical work and research. They engage with internal stakeholders and a host of public, private sector and external entities. These can comprise governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations and NGOs and also to ensure that the Country Office communications activities serve WFP needs in the country of assignment, taking into consideration the overall regional communications plan and WFP's corporate communications goals. The Head of Partnerships, Communication and Reports Consultant will report to the Country Director.

JOB PURPOSE
Guided by the Corporate Partnership Strategy, to support effective management of relationships and collaboration with external partners. To ensure a flow of relevant information between WFP and partners, and support opportunities for synergies that maximize results. To provide substantial value to WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard. To implement the communications plan by supporting and delivering a range of communications activities, providing research and analysis, and prioritising effectively.

KEY ACCOUNTABILITIES (not all-inclusive)
Design and lead the implementation of a workplan for an assigned area that will enable WFP to identify, develop and strengthen quality partnerships
Support a wide range of aspects of a partnership portfolio, including partner profiling, data/trends analysis and outreach plans.
Facilitate both private and public sector partnerships to ensure WFP leverages on the resources and expertise of both sectors for effective implementation of programmes
Contribute to sustainable funding requirements through private sector resource mobilization
Promote Public and Private sector collaboration and build trust among various partners
Build sustainable partnerships between WFP and its stakeholders from both the public and private sectors
Facilitate corporate dialogue with partners through preparation of quality briefing materials
Contribute to the preparation of partnerships programmes proposal, strategic agreement, MOUs and joint strategies
Plan, manage and evaluate communication campaigns that impact views of the public opinion, leaders and donors to raise WFP's profile and supporting fundraising activities.
Generate the production of donor specific visibility content
support the design and implementation of the Annual Country Reports in collaboration with the country programme, monitoring and evaluation and logistics functions
Manage and supervise the communications, partnerships and reports team
Represent WFP at meetings at appropriate levels in order to advance the government partnerships strategy and objectives and build support for WFP activities

OTHER SPECIFIC JOB REQUIREMENTS
Relationship Management: Demonstrates ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts in area of expertise to raise the profile of WFP, build relationships and further organizational aims.
Communication Expertise: Facilitates and contributes to open verbal or written communication with stakeholders as required (i.e. through preparation of targeted written or visual communication materials, presentations, and official documentation) to convey tailored messages. Engages in mutually informative discussion with partners and influencers.
Information Analytics, Reporting & Management: Gathers, analyses and reports information in a manner that draws out fact based on insights to inform approach to partner relationships and support substantive discussion with partners. Captures relevant information and progress and ensures internal information sharing.
Resource Mobilization: Provides resourcing advice and briefs to senior managers, leading medium/large teams and strategically allocating material and other appropriate resources.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At Least five (5) years postgraduate professional experience in a related field of operations.
Proven experience in programming and complete understanding of the project management life cycle is a strong advantage.
Has contributed to the implementation of the work plan for assigned area
Able to maintain effective relationships with UN agencies, NGOs, host government and other partners
Has guided and supervised more junior staff, supporting them with more complex analysis and queries
