WFP Ethiopia is in the process of developing its Country Strategic Plan 2025-2030 based on operational partnerships with the Government, private sector entities, non-governmental organizations, and other UN agencies. While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons, and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.
PURPOSE OF THE ASSIGNMENT
WFP Ethiopia is due to embark on its Organizational Alignment Exercise from September 2024. This will be a comprehensive, integrated, and transparent process aimed at achieving better country office performance and ensuring the country office has a fit-for-purpose structure to deliver the CSP 2025-2030. The exercise will be conducted in two phases:
- Phase I: Organizational Structure Alignment and Contract Review Exercise
- Phase II: Implementation of Organizational Alignment Exercise
The Country Office is looking to hire a consultant to serve as Team Leader and provide strategic and operational HR support in conducting and implementing Phase II of the Organizational Alignment Exercise planned for late 2024. Under the overall technical guidance of the Head of Human Resources, the HR consultant will ensure implementation of the recommendations and HR actions arising from the organisational structure and contract review exercise. The exercise which will be guided by WFP HR Policy and frameworks in relation to job profiles, titles and job evaluation and grading, will ensure that the CO structure and staffing composition adequately meets the current and future needs of the Country Strategic Plan. Overall, the project aims to ensure the CO has the right staffing size, profiles, within its budgetary limitations.
CONTRACTUAL INFORMATION
DUTY STATION (City, Country): Addis Ababa, Ethiopia
DURATION: 6 months

ACCOUNTABILITIES/RESPONSIBILITIES:
⦁ Manage end-to-end talent acquisition process for the Ethiopia Country Office Organizational Alignment approved positions, in liaison with the HR team in the Country Office and in close collaboration with the respective hiring managers.
⦁ Advertise vacant positions on appropriate job boards, social media, and other relevant platform.
⦁ Coordinate and conduct interviews with hiring managers using various reliable recruiting and selection tools/methods to filter candidates within schedule, as per WFP guidelines.
⦁ Responsible for screening applications by assessing applicants’ relevant knowledge, skills, and experience.
⦁ Providing a list of longlisted qualified candidates to the hiring managers for review and consideration
⦁ Prepare recruitment materials to the hiring team to support the selection process.
⦁ Submit recruitment documents to the Local Appointments and Promotion Committee (LAPC) for review.
⦁ Act as a point of contact and build influential candidate relationships during the selection process.
⦁ Negotiating salaries and benefits with successful candidates and respond to questions about compensation and benefits.
⦁ Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
⦁ Monitor and apply HR recruiting best practices.
⦁ Draft reports and provide monthly project updates to management on the OA exercise and its implementation status. Analyse and document lessons learnt with recommendations in the final report.
⦁ Any other duties assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses
Experience: Minimum 5 years of progressively responsible relevant work experience and expertise in HR Management, Organisational Design and Talent Acquisition.
⦁ At least 2-3 years’ experience managing large volumes of recruitment with a track record of successful project delivery.
⦁ Demonstrated ability to manage projects and handle HR operations.
⦁ Experience managing small diverse teams.
⦁ Experience within WFP and/or other UN agencies is desired.
