Summary:
The work schedule for this position is:Full Time 40 hours per week

Start date: Candidate must be able to begin working within a reasonable period of time ( 4 weeks) of receipt of agency authorization and/or clearances/certifications or his/her candidacy may end.

Duties
The incumbent of the position is responsible for administering the Eligible Family Member Program and assisting with the American HR Portfolio, supporting 25 U.S. government agencies and offices at post. The incumbent supports over 658 Chief of Mission personnel, and close to $800 million, in resources. The incumbent analyzes a wide range of complex State Department, Office of Personnel Management (OPM), and Labor Department rules and regulations, and resolves problems/situations that relate to appointments, security clearances, terminations/resignations, pay adjustments, and leave. The incumbent works collaboratively with six (6) Human Resources Assistants and two Language Instructors in the management of the American Portfolio.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Minimum of 3 years work experience in a Human Resources, Administrative office work, teaching, or project management setting is required.

JOB KNOWLEDGE: Optional: Some knowledge of U.S. federal employment system, the Privacy Act and Customer Service methods.

Education Requirements:
Completion of 2 years of university studies is required.

Evaluations:
LANGUAGE: Mandatory: Level IV (fluent) Speaking/Reading/Writing in English. This maybe tested.

SKILLS AND ABILITIES Optional: Strong interpersonal relationships at all levels within the Mission. Strong written and verbal communication skills. Ability to multitask and work under stress. Demonstrated organizational skills and the ability to develop short and long-range work plans and goals. Effective conflict resolution skills. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and Power Point) is required

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Niamey, Niger may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
