Duties
The Human Resources Specialist is the senior position in the Human Resources Office at the U.S. Embassy in Niamey. Jobholder reports directly to the Regional Human Resources Officer at post and has overall responsibility for a wide range of complex HR functions for Embassy Niamey. This includes day-to-day responsibility for the full range of HR activities for Locally Employed Staff and overseeing Eligible Family Member employment as well as overall management of pay and leave reporting for both U.S. and LE Staff. The HR Office is a service provider for HR services to State, USAID, Department of Defense, MCC, Department of Justice and the Marines. The current staffing level of the Mission is (640 LE Staff & 60+ American Personnel). Jobholder directly supervises 5 employees (2 HR Assistants, 2 HR Clerks and 1 Payroll Technician).

Qualifications and Evaluations

Requirements:
EXPERIENCE: Four to six years of progressively responsible experience in human resources management is required with the U.S. Government, international non-government organization and/or diplomatic mission is required. At least two years of previous supervisory experience is required.

JOB KNOWLEDGE: In-depth knowledge of the State Department and associated agencies personnel manuals and regulations (3 FAM, 3 FAH-2, Personnel Administration Handbook, Local Employee Handbook, Local Compensation Plan, etc.). Thorough knowledge of local labor and social security laws, as well as prevailing practices and customs as they apply to compensation, retirement and other phases of personnel management. Also, must be knowledgeable of EEO laws and regulations.

Education Requirements:
Completion of Secondary School or Local Mandatory Schooling and received high school diploma

College (2 years) or Post-Secondary School

LANGUAGE: English: Fluent (Speaking/Reading/Writing) this may tested.

SKILLS AND ABILITIES: Must possess strong supervisory skills, high degree of initiative, able to work independently and have the ability to multitask and prioritize. Must be analytical and able to prepare various types of personnel reports and surveys. Incumbent must also be strategic in developing new proposals to meet the emerging needs of the Mission, especially succession planning. Must be able to establish and maintain effective working relationships and serve as an effective liaison with host government officials (Labor, Social Security Insurance, etc.), comparators and other professional contacts. Must possess strong written and verbal communication skills. Must possess effective conflict resolution and decision-making skills. Ability to respect and maintain impartiality and client confidentiality. Must promote diversity within the workforce. Must be able to interpret regulations and policies. Must be able to translate documents from English to French and vice versa and act as interpreter as necessary/required. Must possess strong computer skills including the use of Microsoft Office Suite Outlook, Word, Excel and Power Point.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
