Scope of Work:

The purpose of the consultancy is to update the Social and Behaviour Change Communication Plan for routine immunization with a detailed action plan and budget.

UNICEF is providing support to the Ministry of Health for strengthening routine immunization services, with focus on zero dose communities, measles and rubeola drop out and hard to reach communities, as well as supplementary mass vaccination campaigns to reduce vaccine-preventable diseases. Considering that only 67% of children under one year have completed all the vaccines foreseen for that age in the national vaccination calendar, there is a need to develop/update a comprehensive Social and behavioural change communication plan, tackling social norms, beliefs and other barriers to immunization, as well as some advocacy actions to ensure that the most vulnerable children are benefiting of the immunization interventions.

The Ministry of Health developed a Social and Behaviour Change (SBC) Communication Plan and respective Action Plan for the period 2017-2021. So, there is a need to update/develop a new SBC communication plan for the period 2023-2028, with special focus on zero dose communities and communities with low coverage of measles and rubeola vaccine second dose.

The SBC communication plan should also include advocacy actions for sustainable resource allocation for immunization and proactive involvement of decision makers and other influent people in promotion of routine immunization.

A rapid assessment on the implementation of the EPI Communication Plan 2017-2021 should be conducted to assess what worked well and main implementing constraints. Meetings using participatory methodologies and interviews with MoH and EPI implementing partners to gather information on achieved results, constraints, lesson learned should be conducted.

The consultant should also conduct a literature review of available data and reports on KAPs, cultural beliefs, social norms, gender and immunization and barriers related to immunization.

Coordination meetings with partners will be held under the coordination of EPI Program. Draft of the SBC communication plan should be shared with MoH, UNICEF and implementing partners and comments incorporated.

1. Activities and Tasks:.

• In close coordination with the MoH and UNICEF, develop a detailed work plan of the consultancy, aligned to EPI national plan.

• Conduct a desk review exercise on EPI available data and reports from the past three years on KAPs, cultural beliefs and barriers.

• In close coordination with EPI- MoH and UNICEF assess the SBC communication plan 2017-2021, identifying what worked and main implementing constraints.

• Use the information gathered from:

o desk review, particularly on cultural believes, social norms and barriers including on gender and immunization

o rapid assessment on the implementation of SBC communication plan 2017-2021,

o the study on Behavioral Drivers and Barriers to the uptake of routine immunization services (UNICEF , 2023)

to review/define key interventions, target audience and recommended behavior for each audience, including advocacy actions, particularly for zero doses communities and communities with low coverage of Measles and Rubella second dose and develop the EPI- SBC communication plan 2023-2028, respective action plan and budget.

The assignment is open for national and international consultants based in Mozambique

Deliverables and Payments:

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Minimum Qualifications required:

At least a master’s degree in communication or Social Sciences, including sociology, anthropology, or related areas

Knowledge/Expertise/Skills required:

At least 5 years from working with issues related to social and behavior change communication

Experience on development of strategies, particularly on health-related issues

Knowledge of Mozambican culture

Fluent in Portuguese and English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
