CONTEXT AND BACKGROUND

We are currently seeking a Junior Professional Officer to fill the position of Gender and Protection Officer based in Maputo, Mozambique.

While based in the Maputo county office (CO) under the leadership of the CO Protection and PSEA specialist and head of unit, the JPO will contribute to remote support to the operations led by Cabo Delgado area office, which oversees operations in 4 provinces, Cabo Delgado, Nampula, Niassa, and Zambezia. Cabo Delgado has been affected by attacks by non-state armed groups since 2017 causing mass displacement across the province in response to which WFP has been providing emergency food assistance, interventions for reestablishment of livelihoods, nutrition, and school feeding since 2019. In Nampula, Niassa and Zambezia WFP leads a mix of interventions from school feeding, climate resilience, responses to climatic events, and social protection.


In line with its policies on Protection and Accountability, Anti-Fraud and Corruption, and Gender as well as the Executive Director's bulletin for special measures for Protection against Sexual Exploitation and Abuse (PSEA), WFP is committed to ensuring that the affected population and programme participants are able to access humanitarian assistance and participate in interventions in a manner that respects their security, dignity, and integrity. To this regard, WFP has established a clear structure to lead efforts on protection, accountability to affected populations, gender equality, and PSEA across all operations, working closely with programme teams, cooperating partners, service providers, and government and the national, provincial, and local levels. The JPO will play a key role in monitoring and supporting the effective mainstreaming of these crosscutting areas across the operations in the north.

Duration of assignment: Two years

Note: The position is advertised through WFP’s Junior Professional Officer (JPO) programme sponsored by the Government of Norway and is for NORWEGIAN NATIONALS ONLY.

DUTIES AND RESPONSIBILITIES


Under the overall guidance of the Country Director and the direct supervision of the Deputy Head of Programme, the JPO will have the following responsibilities:


Support the protection, AAP, and gender team to deliver quality reports, including data analysis.

Conduct literature reviews of the latest best practices in protection, gender equality, and conflict sensitivity and provide summary reports and presentations as relevant for the team.

Attend meetings as requested, including inter-agency meetings, and support the coordination with field offices, programme teams, and other functional units to ensure mainstreaming of gender and protection is operationalized.

Support quality oversight of WFPs interventions in the north of Mozambique - conflict response, drought, and floods/ cyclones from the protection, gender equality and conflict sensitivity perspective, with possible field missions to distribution sites and activities in Cabo Delgado, Nampula, Niassa, and Zambezia if necessary.

Support the Gender Advisor in identifying gaps and opportunities for strengthening gender and protection components of programmatic activities and make recommendations to the programme team.

EXPECTED OUTCOMES

Upon completion of the two-year assignment, it is expected that the JPO will have made a substantive contribution to the implementation of the Gender Policy and Regional Gender Strategy and support establishing mechanisms at the country office level to operate gender transformation through gender-responsive programmes, monitoring, and reporting mechanisms. At the end of the assignment, the JPO is expected to have the following outcomes:

Gender transformative approaches identified, duly planned for, implemented, and tracked.

Country Office Gender action plans developed and implemented.

Relevant Country Office and Cooperating Partners staff trained.

Evidence generated and best practices documented and disseminated.

Solid and effective partnerships established with relevant partner institutions, including Governmental.

ESSENTIAL QUALIFICATIONS & EXPERIENCE

Education: Advanced university degree in international relations, human rights, gender equality, law etc.

Experience for entry into the role:

Minimum of two years relevant working experience in the field of international development, international organizations, and NGOs. Previous internships or professional experiences in the areas of protection, gender equality, human rights, research, monitoring and evaluation, and similar areas are desirable;

Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook), and experience in using GIS, AutoCAD, and other key engineering tools is an advantage;

Behavioural competencies: leads by example with integrity, drives results, and delivers on commitments, fosters inclusive and collaborative teamwork, applies strategic thinking, builds, and maintains sustainable partnerships;

Be politically agile and adaptable: demonstrates ability to adapt engagement approach in the context of evolving circumstances and expectations;

Be able to articulate to internal and external audiences the value that individual contributions and immediate teams bring to partnerships.

Language: Fluency (level C) in English and Portuguese language.

DESIRABLE REQUIREMENTS

Exposure to the international arena either by direct work for an international institution/organization or by interacting with international stakeholders.

Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, or Spanish.

WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximize opportunities for long-term retention into the organization.

SUPERVISION


Under the direct supervision of the Deputy Head of Programme, the JPO will receive close mentoring, guidance, and technical supervision. Performance planning and reviews, as well as learning and development discussions, will be elemental parts of the supervision. With the support of a comprehensive induction package, the JPO will rapidly become a productive member of the team.

TRAINING COMPONENTS


Throughout their assignment, WFP the JPO will have access to an industry-leading learning platform, WeLearn. Depending on opportunities, he/she may participate in WFP workshops or seminars, as appropriate. Moreover, there will be a very important component of on-the-job training through field missions and hands-on tasks.


LEARNING ELEMENTS


At the end of the two-year assignment, the JPO should have obtained:

In-depth knowledge of WFP Mozambique’s portfolio of humanitarian and development interventions.

Exposure and familiarity with the UN common system through coordination with other agencies.

Sound understanding of the Gender and Protection landscape in Mozambique.

Experience in relationship building with private sector partners.
