BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

One of the ten countries most vulnerable to disasters worldwide and the most cyclone-exposed country in Africa, Madagascar is facing an emergency level crisis. Four years of consecutive droughts have left families in the south of the country unable to feed themselves.

At least 1.14 million people in Southern Madagascar need emergency food and nutrition assistance and about 14,000 people are experiencing famine-like conditions. Madagascar is the only place in the world where famine-like conditions have been driven by climate, not conflict.

Supply Chain plays a key role in scaling-up WFP emergency responses and in supporting a transition to resilience and recovery programmes.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Head of Supply Chain, the Logistics Officer shall undertake the following tasks:


PLANNING & OPTIMIZATION

Oversee and improve the downstream planning function (analyses of requirements, balancing stocks across warehouses and ports of entry). This includes the expansion and roll-out of the Control Tower (visual and analytical tool), with support of HQ and the Regional Bureau.


Conduct various analysis and provide recommendations for the Supply Chain network optimization routes, delivery points, warehouse capacity and locations) to reduce lead time and costs. Develop visual and up to date “Concepts of Operations” documents to facilitate decision making.


Ensure that where required necessary preparedness actions such as early warning, risk analysis/management and contingency planning are undertaken, periodically monitored, updated and reported in a timely manner.


Develop and monitor a set of KPI to ensure reliability, responsiveness and efficiency of logistics operations, supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.


Contribute to the management of operational aspects of the supply chain (procurement, shipping, port operation), including checking document and customs clearance readiness, loading and discharging operations and contracting of applicable transport, warehouse and any relevant logistics services.


Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.


Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance.


Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need.


Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making.


Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree (Master or equivalent) in Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree (Bachelor or equivalent) with additional years of related work experience.

Desired Work Experiences: 5 years of work experiences in the following sector: transport, warehousing, logistics / supply chain in the private or public sector.

Humanitarian experience is an advantage for this position.

Experience working with corporate systems (SAP supply chain modules)

Experience in performance and contract management of vendors is desired.

The candidate should be able to work independently, be proactive and client oriented.

Detailed and analytical mindset and skills are required, full proficiency with Excel and other IT tools is desired. The candidate needs to show great flexibility and resilience to stress; be willing to work in remote locations and display cultural sensitivity and openness.

Language: Fluency in both oral and written communication in English and French
