JOB DESCRIPTION

JOB TITLE: MALARIA SENIOR ADVISOR
PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Burkina Faso (GHSC-PSM)
JOB LOCATION: Ouagadougou, Burkina Faso, with intermittent travel throughout the country as needed
REPORTS TO: Deputy Country Director
DURATION: ONE (1) Year renewable, start date as soon as possible

Background:
USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) is a project funded by USAID and implemented by Chemonics International Inc. GHSC-PSM’s goal is to ensure an uninterrupted supply of health products in support of publicly funded health initiatives financed by the U.S. government around the world. The project provides direct support to supply chain management in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the U.S. President's Malaria Initiative (PMI), population and reproductive health, and maternal and newborn child health.
To support USAID's global health initiatives, GHSC-PSM provides a broad range of health commodity procurement and systems strengthening technical assistance services, which target all elements of the health supply chain.
In Burkina Faso, GHSC-PSM provides technical assistance to, and works closely with, several Ministry of Health entities, associations and non-governmental organizations, social marketing programs and community-based organizations. It is essential to improve access to products to combat malaria, HIV, maternal, neonatal and childcare, and family planning, by strengthening the supply chain to meet the country's needs
The Malaria Senior Advisor (MSA) will support SP/Palu logistics department in new ACTs deployment, private sector capacity reinforcement to promote and execute supply chain systems strengthening initiatives, providing strong support to GHSC-PSM regional advisors to ensure NetSIGL2.0 is being fully utilizing and is well functioning. The MSA will also ensure support GHSC PSM effort for the coordination of supply chain interventions at central level with the Ministry of health and other supply chain key donors.

This position requires highly specialized skills, knowledge, and experience related to health commodities logistics, and supply chain systems and coordination with partners.

Principal Duties and Responsibilities (Essential Functions)
● Contribute to the project’s strategic development plan.
● Direct and coordinate technical assistance to support the implementation of the SP/Palu strategic plan for improved health commodity logistics management in USAID supported regions. Supervise the implementation and improvement of malaria logistics management tools at the central, regional and health facility levels to improve data-based decision‐making.
● Supervise the Malaria Logistics Advisor.
● Coordinate with the M&E Advisor, MIS Advisor and Regional Logistics Advisors to ensure the availability of data for decision‐making.
● Lead the project’s efforts to assist the SP/Palu and DGAP in the development and implementation of the national commodity management strategy.
● Contribute to implement the monitoring and evaluation activities such as End Use Verification, Data Quality Assessment (DQA),…etc.
● Contribute to capacity strengthening initiatives for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting training , workshops, mentoring and coaching, which include cross-health districts and cross-regional learning
● Coordinate with the logistics department of SP/Palu for the implementation of subsidized malaria commodities integration in the private sector health facilities.
● Support the distribution of malaria commodities at the community level and improve its availability of health commodities and at the community level.
● Provide technical advice for the development and implementation of modalities for monitoring the availability and movement of health commodities, particularly the New ACTs introduced recently in the system at health facility and community level.
● Support the supervision of NetSIGL2.0 and ensure it is fully utilized and functioning in the three USAID focus regions.
● Coordinate with SP/Palu and the project’s regional advisors, the implementation of malaria commodity stockout reduction investment plan
● Contribute to maintaining proper conditions for learning where there is the sharing of ideas, solutions, challenges and the capacity to detect, analyze and respond quickly to small deficiencies, particularly across target districts.
● Provide support to the project to document the best practices in Supply chain management of health commodity in general. Analyze data, evaluate systems, capture and share lessons learned and best practices, and complete internal reports.
● Attend technical meetings and represent the GHSC-PSM project in various partners meetings related to malaria and health system strengthening.
● Liaise with stakeholders at the central and regional levels .
● Support PSM leadership to strengthen health donors supply chain technical working group
● Support achievement of the overall project goals as required to ensure project performance.
● Regularly inform the project’s Deputy Country Director of the progress/results obtained in the implementation of technical work plans and contribute to resolving any challenges facing the project
● Other duties as required by the Deputy Country Director.

Required Skills and Qualifications
● Advanced degree master or PhD in pharmacy, supply chain, public health, medicine management or equivalent training or work experience.
● Minimum 10 years of experience in supply chain management systems, public health program management, and/or health systems strengthening.
● Proactive approach to management, creative problem solver, able to effectively attain deliverables in collaboration with team members and other stakeholders.
● The incumbent must have prior experience with major supply chain organizations and/or health system support donors.
● Demonstrated ability to manage and implement complex public health projects funded by USAID, or other international or non-governmental organizations
● Skilled in leading and managing high-performing teams.
● Demonstrated skills in capacity building and knowledge transfer.
● Demonstrated ability to work with cooperating partners, especially government counterparts, in implementing complex programs.
● Excellent interpersonal, written and oral communications skills; proven diplomatic and public relations skills.
● Proficiency French required
● Good command of English

Level of Effort and Location
This is a long-term, full-time position for the life of the project. based in Ouagadougou, Burkina Faso with intermittent travel throughout the country.
