Organizational Setting
The Zimbabwe Emergency Food Production Project (ZEFPP) was developed under the African Emergency Food Production Facility (AEFPF), a rapid response framework by the African Development Bank (AfDB) to address the food crisis and disruption of the supply of critical inputs for food production arising from the Russia – Ukraine crisis, climate change, conflicts, and pests and diseases. The project will be implemented at community and national levels to support farmers and the government to raise food production in the short term and build food security resilience over the medium to long term. The main objective of the Project is to increase cereal and oil seed production, fertilizer distribution and policy support to mitigate the food crisis and build the resilience of farmers. The specific objective of the project is to immediately increase food production over the next two years by providing support to farmers with seeds and fertilizer to enable them to produce seed and food crops. The Zimbabwe Emergency Food Production Project focuses on four key agricultural commodities namely wheat, maize, soybeans and sunflower. Targeting of these commodities is linked to the disruption of global supply chains emanating from the Russia - Ukraine conflict.

Reporting Lines
Working under the overall supervision of the FAO Representative, the direct supervision of the Assistant AFAOR-Programme, the Monitoring and Evaluation Specialist will receive overall guidance from the International Resilience Specialist and technical guidance from Project Coordinator.

Technical Focus

The technical areas/profiles covered will be as follows:
• Basic monitoring and evaluation concepts and the purpose of M&E
• Project cycle and results chain (outputs/ outcomes/ impact/ interventions)
• Understand and interpret results framework, M&E Framework and IPTT
• participatory monitoring
• Knowledge of planning and using mixed monitoring and evaluation methods

Tasks and responsibilities
• Lead in the development of M&E frameworks and oversee their implementation in the project management cycle
• Lead the process monitoring of the project.
• Organize and attend meetings of the M&E thematic Working group and provide secretariat services
• Provide planning and guidance on baseline surveys, Mid Term and Project Annual Reviews, End of Project Evaluations and any special studies.
• Provide guidance on the development and use of appropriate suitable monitoring tools to assess the performance of the project give timely recommendations for course correction.
• Assist project coordinator in periodic reviews of the project performance based on the log frame targets and set milestones.
• Assist project implementation through periodic compilation of lessons learnt for sharing with the various programme management structures and stakeholders.
• Provide regular feedback to partners and stakeholders in the performance of the project based on monitoring data findings.
• Provide technical guidance in the compilation and packaging of regular project progress reports as per agreed schedules and donor requirements.
• Perform other related duties, including the direct implementation of some technical activities, as required.
• Conduct any other duty as assigned

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agricultural economics, statistics or related field.
• At least 10 years of appropriate technical experience in the agricultural and rural development sector in Zimbabwe
• Working knowledge (level C) of English.
• National of Zimbabwe
