SNV’s Water sector objectives and ambitions
SNV’s overarching ambition is water security for all – including the natural world. Our focus is on equity: between people, between current and future generations, and between humans and the environment. We are using the following definition of water security:

“the reliable availability of an acceptable quantity and quality of water for health, livelihoods, ecosystems and production, coupled with an acceptable level of water-related risks.”

For the realisation of water security, we thus consider four dimensions of water security (see figure below):
Water use: the quantity, quality, accessibility, and reliability (QQAR) of water for different uses
Water pollution: the ability of people to live hygienically and in clean living environment (free from pollution), e.g., from human excreta, waste-water, drainage, effluent
Hazards and risks: protection of people to the most severe (“unacceptable”) water-related risks.
Water resource security: in terms of quantity, quality, reliability of water bodies on which people rely

The four dimensions of Water Security are also measured in the Global Harmonized Indicators:
Number of people with access to and use of water
Number of people with improved hygiene practices and/or with improved management of waste
# people with improved hygiene practices.
# people with basic and safely managed waste
Number of people with an acceptable level of water-related risks
Number of people reliant on secure water resources.

Job Description

Rationale for the assignment
All our programmes are designed to build professional, organisational, and inter-institutional capacities to deliver environmentally and financially sustainable rural and urban city-wide WASH services. Through programme implementation, joined-up thinking, and our research – conducted with partners in government, private sector and civil society – our contributions:

provide evidence to integrate sanitation information in wider district-, provincial and city planning;
assist public authorities to better target investments and oversee the efficient operationalisation of services;
create the conditions and capacities for private sector engagement in WASH; and
Instil long-lasting sanitation and hygiene behaviours amongst consumers and professions in the frontline of WASH services delivery.

Currently major ongoing initiatives are as follows:
WASH SDG programme in 5 countries with the support from DGIS
Water for Women with the support from DFAT
KUNZILA with the support from EKN to Ethiopia
CWISE in Bangladesh with the support from BMGF
Sustainable Urban Water Cycle project in Bangladesh with the support from EKN
Performance monitoring for SNV’s Water projects is embedded in SNV’s “PME- Performance Monitoring and Evaluation” framework and the developed performance monitoring guidelines. These are tailored for measuring both impact and outcomes of capacity development and includes a qualitative information system (QIS) which is used to monitor key qualitative indicators. The impact indicators are measured in an annual survey and disaggregated for different wealth groups wherein outcome indicators are measured with the relevant stakeholders.

In order to ensure consistency and quality of the surveys in multi country programmes a standardized process is used which also helped to reduce time & costs and also variation and enabled to compare data and analysis on higher scale. The programmes have developed a master questionnaire and the consultant is expected to support for implementation of future surveys and provide technical advice on M&E to country team as and when necessary.

Objective of the assignment
Provide technical support for the M&E of the water sector, in particular supporting conduction of surveys including data management and preliminary analysis for all the Water programmes.

Scope of Work
Review and update of survey questionnaires for different market segments (Household, Health Centre, Educational Institutions and Public Places)
Update standardized syntax for PMI Indicators
Check cleanliness of survey data provided and provide feedback on issues.
Generation of indicators and analysis of survey data. Data for each level of the indicators to be provided in a data sheet with frequency / % for each level and tabulated against the wealth quintiles.
Undertake necessary crosschecks to ensure data consistency and provide a summary of data issues to be addressed in future training, quality control and data cleaning and feedback to each team.
Other assignments as required for the M&E of the water sector

Qualifications
Must have Master’s Degree in Business Administration, Economics, Information Management, or other relevant academic background
Proven track record and experience of carrying out large multi country surveys
Proven track record of working in ODKs, data management and analysis tools
Willingness and ability to travel to program countries if required.
Good understanding of the monitoring methods used by the water sector and the contexts in the different countries.
Demonstrated ability to train and build capacity of others

This will be a consultancy assignment. A framework consultancy agreement will be signed.
