Task description :
The 5th phase of the Sustainable Land Management Programme (SLM V), financed by the German development bank Kreditanstalt für Wiederaufbau (KfW) and implemented by the Ministry of Agriculture of the Republic of Ethiopia (MoA), intends to reduce land degradation of the Lake Chamo Basin (intervention area) in the Southern Nations Nationalities and Peoples Region (SNNPR), through sustainable land management and restoration measures in the basin area, thereby increasing livelihood and food security of small farm households.
Qualifications :
Qualifications
At least 5 years of experience in elaborating Environmental and Social Management Frameworks (ESMF) and implementing ESMFs in similar projects;
Experience in elaborating and implementing Environmental and Social Health Systems (ESHS);
Proven track record in community liaison and stakeholder engagement;
Experience in development, Environmental and Social Impact Assessment (ESIA), implementation and supervision of E&S management plans, systems and/or frameworks in line with national and international environmental and social safe-guards;
In-depth familiarity with national regulations in Ethiopia and international good practice related to occupational health and safety and public health and safety as well as environmental and social regulations;
Experience within development projects related stakeholder engagement and grievance management;
Experiences in consultations and participatory processes with indigenous peoples, traditional communities or other marginalized groups would be a benefit; specific experience with people from the Lake Chamo region would be a strong advantage;
Ability to achieve the objectives of ESHS/ESMF management in difficult environments, including ability to provide thorough and strong guidance for contractors and workers related to ESHS/ESMF requirements;
Sectoral experience monitoring: Familiarity with modern monitoring technologies related to impact monitoring; proven track record with participatory monitoring and evaluation approaches;
Regional experience: Experience with work in rural areas for at least 5 years; experience in the SNNPR of Ethiopia would be a plus;
Donor experience: Experience in setting up M&E systems for development projects and in carrying out M&E in difficult environments; previous experience with work for donor-funded projects in similar positions;
Language: C1 proficiency level in English and Amharic; knowledge of a local language of the Lake Chamo region is an asset.
Tasks
Elaborate an ESMF;
Coach the team in implementing the ESMF;
Make sure that the stipulations of the ESMF are taken into account both on the level of the client and the level of the subcontractors;
Assist Project Executing Agency (PEA) within review and (if needed) adoption and implementation of the ESMF;
Collaborate closely with the CTA and the M&E expert.

Location : The ESMF expert will be based either in Arba Minch or in Addis Ababa.
