JOB TITLE: Nutrition Consultant

DURATION: 11 months



BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Chad faces a complex food security situation due to a combination of factors, including climate shocks, conflict, and economic vulnerabilities.

Frequent droughts and erratic weather conditions impact agricultural productivity, leaving communities vulnerable to food shortages and malnutrition. Estimated cereal production for the 2023/2024 crop year is 5.5% lower than last year and 7.2% below the average of the past five years. Geographically, the provinces of Lac, Kanem, Bahr El Gazal, Hadjer Lamis, Batha, Ouaddaï and Wadi Fira recorded the largest declines.

According to the results of the Cadre Harmonise analysis of the November 2023 cycle, for the current situation (October-December 2023) some 2 million people are in phase 3 or worse crisis situations. The lean season, which the country faces from June to August, will inevitably worsen an already fragile situation. The analysis predicts an increase of 5%, or almost one million additional people, will suffer from hunger due to major stock shortages, combined with extremely limited imports of essential goods and food.

In 2024, WFP will work in collaboration with Government in Chad, Food Security and Nutrition clusters as well as other humanitarian actors to contribute to the Humanitarian Response Plan in providing support towards food and nutrition assistance, livelihoods, coordination as well as monitoring and evaluation.

Specifically, WFP will reinforce its nutrition programming by introducing CBT approaches for nutrition, integration of SBC, integrated resilience programming as well as implement the WFP/UNICEF transition plan for management of malnutrition.

The Country Office is interested in hiring a Nutrition consultant to support the shifts in its nutrition programming.

JOB PURPOSE:

Under the direct supervision of the Head of Nutrition and working closely with respective activity managers, and field office focal points, the Nutrition consultant will support the implementation of the emergency nutrition response as well as operationalizing the WFP/UNICEF transition plan of adoption of the new WHO guidelines.

ACCOUNTABILITIES /RESPONSIBILITIES:

Emergency nutri on response: Provide technical support to WFP field focal points and partners for the implementa on of the emergency nutri on response in all regions implemen ng crisis response ac vi es related to refugees, IDPs and lean season assistance.
Coordina on: Working closely with UNICEF and WFP field focal points, facilitate coordina on within WFP and other stakeholders and actors involved in the implementa on of the transi on plan that includes scale up of the malnutri on treatment coverage fostering synergy and complementarity of interven ons, effec ve partnerships and efficient delivery of assistance. This includes but may not be limited to integra on of cash and inkind approaches for preven on of malnutri on in food insecure communi es as well as supplementa on of moderately malnourished children as part of the con nuum of care package.
WFP/UNICEF transi on plan: Work in close collabora on with UNICEF, Ministry of Health and the na onal technical working group in the review of the na onal protocol for the integrated management of acute malnutri on and also support the implementa on of transi on the WFP/UNICEF transi on plan for the adop on of the new WHO guidelines.
Evidence and knowledge management: Support the CO Nutri on unit ini a ves on evidence genera on and/or documenta on of lessons on the strategic nutri on partnerships (UNICEF/UNHCR/FAO/World Bank, integrated cash for preven on/SBC and the WFP/UNICEF programma c shi s in adop on of the new guidelines on management of acute malnutri on and oedema.
Assessments: Support the implementa on of na onal SMART survey, SENS, quarterly mass screening in emergency loca ons and monthly nutri on programme performance analysis.
Partnerships: Ensure strengthened collabora on and coordina on with key WFP sub-units and other UN agencies and NGO partners involved in implemen ng ac vi es that are complementary to the WFP emergency Nutri on response with specific a en on to WFP/UNHCR tripar te arrangement as well as WFP/UNICEF joint ac on plan implementa on.
Pipeline monitoring: Ensure weekly tracking and repor ng on the pipeline status of the nutri on programme under ac vity 1 and 3. This will include providing weekly updates on balances and corresponding u liza on plans to facilitate for priori za on based on prevailing context.
Monitoring and supervision: Provide support field monitoring visits the field office focal points to ensure regular repor ng on the nutri on response.
Repor ng: Contribute to the rou ne corporate performance repor ng on ac vity implementa on and grants.
Any other tasks. Support the CO and field offices in the execu on of any other ac ons that strengthen the WFP nutri on response in Chad as required.
KEY DELIVERABLES AT THE END OF THE CONTRACT:

Updated Field level agreements with relevant actors for delivery of WFP assistance
Activity tracking matrix ensuring timely execution of activities related to emergency response, evidence generation, and strategic partnership joint activities with UNICEF and UNHCR.
Integrated monitoring and support plan for emergency and joint collaboration activities.
Weekly Pipeline tracking matrix
Weekly and monthly reporting/updates
CP capacity strengthening
Completed assessments (PDM, SMART survey, Mass screening, C4P evaluation and operational research)
QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

- University degree in International Affairs, Nutrition/Health, Agriculture, Social

Sciences or other field relevant to international development assistance

- Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.

Experience:

At least 7 years of field experience with nutrition/health/food security or related field.

Experience working with the UN or an INGO is an added advantage.

Familiarity with nutrition programming in emergency contexts.

Experience in nutritional related research, or evaluations.

Experience in Cash based transfer programming and processes.

Good understanding of WFP internal business process.



Knowledge and Demonstrated

ability to develop and implement nutrition and/or multi-sectoral skills programmes.

Strong skills in coordination, and capacity strengthening, and the ability to work effectively with a range of stakeholders, including NGO partners and the health authorities.

Conceptual knowledge of nutrition.

Excellent interpersonal and teamwork skills and demonstrated ability to work effectively in multicultural settings and teams.

Capacity to plan and organize own work, and work with minimum supervision.

Demonstrated skills in collaborative problem-solving, lateral thinking and systems development are an advantage.

Experience in drafting and developing humanitarian project proposals, donor proposals and drafting of donor/end of project reports.



Languages:



French is essential. Arabic, English would be an advantage.
