Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).

Job Purpose
The Field Officer is under the supervision of the Operations Officer in the IFRC office based in Madagascar. Its main mission is to support the implementation of food insecurity response operations in the South, in accordance with the mandates, visions, strategies and procedures of the Red Cross.

Job Duties and Responsibilities
Assist the project team in the planning, coordination and implementation of operations activities in target municipalities;
Ensure the constitution, animation and monitoring of the variousinitiatives to strengthen livelihoods;
Support the preparation, collection, processing and analysis of data from the various surveys organized;
Ensure the preparation, implementation and monitoring of relief distributions (Cash, NFI, etc.);
Facilitate and manage complaints received from the community;
Mobilize and manage the human resources (volunteers, community agents, etc.) and material resources of the operation;
Contribute to the development and revision of all guidelines, standard operating procedures and other key documents for CRM cash transfer and coupon assistance.
Ensure the request and logistical follow-up of operations;
Support the organization and animation of the various training courses of the target groups;
Keep the cash journal;
Ensure the reporting of all security-related information and immediately communicate any security incident to his superiors;
Develop and submit a monthly activity report;
Any other duties assigned by his supervisors.
Communicate any safety information or non-compliance with the safety plan to workplace safety officials.

Education
Masters holder in humanities/social sciences or other relevant similar fields or Bachelor's degree with 2 years experience.

Experience
5 years experiences in social mobilization and relief distribution.
Experience in adult learning.

Knowledge, Skills and Languages
Ability to write, analyze, synthesize.
Leadership capacity.
Having the spirit of initiative and willingness to invest in a humanitarian organization.
Dynamic and rigorous.
Mastery of computer tools (Excel, Word, PowerPoint.
Knowledge of data collection and analysis tools.
Ability to work under pressure and with a multicultural team.
Ability to work in a volatile environment.
Good physical condition ability to travel on foot.
Have the A Permit.
Knowledge of Humanitarian Principles, and those of the Red Cross and Red Crescent Movement.
Fluency in French read, spoken and written.
Mastery of the local dialect spoken in the South.

Post based in Ambovombe, with frequent travel in the rural commune of Elonty, district of Amboasary and other peripheral areas.
