Country and Position Context

The Middle East and North Africa Region Vice-Presidency (MNA) serves a population of 355 million living in 20 countries. The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The MNA region has enormous potential, but long-standing problems like power shortages, youth unemployment, and lack of access to finance have conspired to hold back economic growth in the region.

The mission of the MNA region is to support the Bank Group’s overarching goals of ending poverty and boosting shared prosperity. A pre-requisite for that is to support efforts towards peace and stability in the Region. The MNA Region is now implementing an ambitious strategy towards that end by a focus on four pillars – “the 4 Rs” – Renewing the social contract; Regional cooperation; Resilience to migration shocks; and Reconstruction and recovery, which apply to different degrees to the various countries in the Region.

The Maghreb Department

The World Bank Maghreb department (MNC01) serves five countries (Algeria, Libya, Malta, Morocco, and Tunisia), which comprise a total population of approximately 100 million. Since the establishment of the department, the Country Management Unit (CMU) has been keen on devising projects to cater for the specific development needs of the aforementioned countries through lending, grants, and concessional financing. The Maghreb Department also provides an array of Advisory Services and Analytics (ASAs) to support design or implementation of policies, strengthen institutions, build capacity, inform development strategies or operations, and contribute to the global development agenda. The MNC01 country department is led by a Country Director and managed out of the Rabat regional office, in Morocco.

The Tunisia Country Program

The WBG Tunisia Country Partnership Framework (CPF) for FY2023–2027, to be presented to the Board of Executive Directors in June 2023, lays out an ambitious agenda for social resilience, access to finance and support to energy sector. The CPF rests on three High level outcomes: (i) quality jobs created by the private sector; (ii) strengthened human capital; and (iii) improved resilience to climate change and reduced carbon emissions. The Bank’s portfolio in Tunisia has expanded rapidly, since 2020, to respond to the Covid-19 crisis and to support Tunisia’s socio-economic recovery.

The World Bank’s current active portfolio in Tunisia consists of 20 projects valued at US$2.55B. As of May 15, about 59% (a total of US$1.47B) had been disbursed. The program also includes a broad range of analytic and technical assistance support across sectors and to support economic reforms and climate action. The Tunisia Economic Resilience and Inclusion (TERI) Country Trust Fund Umbrella supports the ASA agenda (e.g., advisory services, capacity building) including Policy Dialogue and support to reforms.

The World Bank/Tunis Office is a dynamic and fast-paced country office, with frequent high-level visitors, a busy mission schedule, and an active engagement with Government of Tunisia clients, international partners, private sector, civil society and other stakeholders.

Roles and Responsibilities

The selected candidate will work directly with and under the supervision of the Tunisia Country Manager (CM) and the general guidance of the Country Director (CD). He/she will work in close collaboration with the Country Management Unit (CMU), CD, Country Program Coordinator (CPC), Senior Operation Officer (SOOs), Operation Officer (OO), Program Assistants/Tunisia Office (PAs), Program Leaders (PLs) and other members of the MNC01 CMU. The candidate will be responsible for the following tasks:
Undertake research and analytical tasks on specific country issues, maintain informational database in order to assist the TTLs and task teams with regular country monitoring notes and updates; draft sections of briefing materials on the status of the country program and project issues for the WBG Annual and Spring Meetings, as well as for management visits and other purposes; and prepare materials for periodic portfolio reviews and country team meetings.Interact with country and task team members, and the respective government agencies in the formulation and implementation of documents related to strategic cooperation with the government; prepare inputs into business plans, work program agreements, mid-year reviews, etc.; review and screen relevant reports for consistency with the country RAS program, in coordination with the SOO and the OO.Generate portfolio report regularly to support portfolio monitoring.Work closely with the CM, the SOOs, the OOs (Tunis office and Maghreb Operation Team) and the MNC01 Program Leaders to undertake portfolio monitoring, analyze operational data and provide regular and ad-hoc reports to the management on the status of the country program. Identify issues and raise concerns with regard to the overall portfolio quality.Coordinate with Resource Management staff to ensure accuracy of data (budget and expenses) in the institutional information systems.Contribute to specific operational activities at all stages of the project design and implementation, including participation in the development of the concept notes, facilitating communication between the Bank’s task teams and counterpart agencies, follow up on agreements, reviewing budget planning, monitoring use of funds and assisting with client billing.Support visiting missions by scheduling and participating in meetings with government agencies and maintaining records of meetings to help with drafting aide-memoires and other correspondence with the government, in coordination with the SOO and the OO of the Tunis Office.Conduct follow-up discussions with client representatives on selected problems and issues identified by the TTLs and task teams, in coordination with the SOO and the OO.Analyze projects at completion, comparing actual results with those projected at the concept note stage.Provide back-up duties for those s lacking Operational coverage in countries by participating in dialogue with clients, joining kick-off/ wrap-up meetings, and informing the OT member responsible for the PG of the main messages and conclusions.Perform other tasks as reasonably requested by the CM, the SOO and the OO of the Tunis Office.

Selection Criteria

Master’s Degree in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations).Two years of relevant professional experience to the Bank's mission and the position requirements.Outstanding interpersonal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.Basic knowledge of key World Bank strategic, analytical, and financing instruments and full familiarity with Bank policies, procedures, and systems (including safeguards, financial management, and procurement).Demonstrates basic understanding of management processes and concepts. Assists, provides inputs, and/or organizes portfolio reviews (including risk assessments) for teams and management as well as the ability to follow up on review recommendations.Demonstrated initiative, and organizational skills, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.Political sensitivity and mature judgment; and ability to develop productive and positive relationships with client counterparts.Ability to participate in country-focused missions, under the guidance of the respective mission leader and independently carry out assigned tasks.Client Orientation: Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.
