Summary:
The work schedule for this position is: Full Time 40 hours per week.

Duties
The incumbent is the sole Locally Employed Staff (LES) representing INL in Niger and will assist the Regional International Narcotics and Law Enforcement ( INL) Coordinator (based in Niamey), as well as the local INL Coordinator in the Political Section in Niamey, in carrying out the responsibilities of management of bilateral and regional program funds and activities. The incumbent is an integral part of the U.S. Mission's INL activities; s/he provides specialized technical assistance and management responsibilities for a portfolio of activities dealing generally with INL's law enforcement assistance programs. S/he is responsible for program analysis, building of contacts with Niger leaders in the criminal justice sector, writing analytical cables and preparation of standardized INL-required reporting. This position will also provide support for regional programs within the Trans-Saharan Counterterrorism Partnership (TSCTP) as well as other INL funding and Embassy Niamey initiatives.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Minimum of five to seven years of progressively responsible experience in handling program development, research, and analysis relating to governance or related fields. This could be with an international NGO, international organization, or development agency.

Education Requirements:
Bachelor’s degree in law, criminology, public policy, international affairs, or related field.

Evaluations:
LANGUAGE: Mandatory: Level IV(fluent) English and French level IV(fluent) are required; strong English writing capabilities. This may be tested.

SKILLS AND ABILITIES Optional: Ability to develop, analyses and present complicated subjects in reporting and briefings. Must maintain an extensive range of high-level contacts with Government of Niger representatives and important political and civil society actors. Must provide and inform reporting on INL matters with detachment and objectivity, and effectively communicate with contacts and Embassy leadership, including the INL Coordinator in Niamey, Ambassador, DCM and other Embassy officials. Excellent interpersonal skills. This may be tested.
