In close cooperation with the UNDP Programme teams and other Country Office units, the Operations team supports the UNDP Country Office and programme implementation through the provision of relevant and timely procurement, finance, ICT and digital services, General Administration services, and Human Resources support. This includes a focus on collaboration, innovation, speed and administrative efficiency as well as advisory services for enhanced planning. The unit contributes to a collective engagement with other teams, partners and UN Agency clients to offer timely, well-planned and efficient services that meet the standard and requirements of UNDP policies and procedures.

Position Purpose

Under the direct supervision of the Team Leader, the Programme Analyst is responsible for providing Programme and Policy support to UNDP Programmes within the thematic/sectoral areas assigned. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio and provides policy advice services.

The Programme Analyst supervises and leads programme support staff and coordinates activities of the projects’ staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Key Duties and Accountabilities
Implementation of programme strategies.
Policy and Programme Support of the relevant programme pillar.
Creation of strategic partnerships and implementation of the resource mobilization strategy.
Provision of top quality policy advice services to the Government via the SPU and facilitation of knowledge building and management.
Working corporate compliance issues ensuring that deadlines are met.

Ensures implementation of programme strategies focusing on achievement of the following results:
Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
Coordinating and following up on all corporate compliance issues weekly, monthly, quarterly, and annually. Ensuring quality reports from partners, uploading documentations in the corporate system and following up on deliveries and updating the Team Leader on a weekly basis;
Identification of areas for support and interventions within the thematic/sectoral areas assigned;
CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensures effective Policy and Programme Support to relevant programme pillar within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
Initiation of a project, presentation of the project to PAC, entering project into Atlas ( in small offices), finalization of contribution agreement; determination of required revisions;
Coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects;
Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
Follow up on audit recommendations. All exceptions are timely reported;
Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Design and formulates interventions which support the facilitation of knowledge building and management focusing on achievement of the following results:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
Makes sound contributions to knowledge networks and communities of practice;
Organization of trainings for the operations/ projects staff on programme issues.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:

Facilitating the process of creating and raising level of awareness of CO environment activities;
Creating high level advocacy on pertinent development policies and programmes across the representatives of top echelon of the country’s stakeholders;
Advocating for UNDP with Government counterparts and ensures access to best available expertise;
Identification and synthesis of best practices and lessons learned from the country programme for organizational sharing and learning;
Support to capacity-building of national counterparts;
Promoting a knowledge sharing and learning culture in the COs;
Sound contributions to knowledge networks and communities of practice;
Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience

Education:
Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Environmental Studies or other development-related field.
A first-level university degree (bachelor’s degree) in a relevant field in combination with additional two years of qualifying experience will be given due consideration in lieu of an advanced university degree.

Experience:
Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development portfolios and projects in a related thematic area;
Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.

Language:
Proficiency in English language is required.
