STANDARD MINIMUM QUALIFICATIONS
Education :

Completion of secondary school education. A post-secondary certificate in the related functional area agriculture economics, agribusiness development, range management, Environmental science, Land and Water Management, Social Sciences or other field relevant to international development assistance. Possession of a University Degree in development or livelihoods related will be an added advantage.

Language : Fluency in both oral and written communication of English and Kiswahili.

ORGANIZATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs in the respective county(ies) of operation.

KEY ACCOUNTABILITIES (not all-inclusive, non-exhaustive)
Programme implementation and monitoring 50%

• Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
• Support and monitor implementation of resilient livelihood and market support for smallholder producers/traders in accordance with agreements, work-plans, deliverables and timelines;
• Identify new opportunities for developing WFP’s livelihood and market support initiatives that are in line with the strategy of making food systems sustainable, inclusive and resilient;
• Propose ways to strengthen integration of gender, youth and nutrition in all activities being implemented in the respective county(ies).
• Support the capacity strengthening of supported communities, cooperating partners and county government in the areas of DRR/CCA, resilient livelihoods, market support, school meals and nutrition. This includes engagement on formulation and implementation of county policies, plans, and strategies.
• Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

Reporting 35%
• Prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
• Ensure and perform accurate and timely recording of project data into the programme data management tool, checking the quality and reliability of project data (inputs and outputs) and reports;

Others: 15%
• Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
• Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
• Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS
Understand basic technical concepts and data and their relevance to food assistance programmes, with a focus on livelihood programming, linkages to markets and/or capacity strengthening of government institutions;
Assist counties in preparing technical project proposals and budgets;
Ensure timely deliveries of food, tools and other inputs to the intended recipients;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has worked with technical teams (i.e. nutrition, food security analysis, market linkages, crop/animal production, emergency preparedness and response, etc.).
Has contributed to implementation of programmes in arid and semi-arid lands of Kenya.
Has assisted with policy discussions
