Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
For 20+ years, IOM has provided policy and practical support to the Federal Government of Nigeria on migration management; The IOM mission in Nigeria also provides wide-ranging operational and programmatic support to vulnerable populations throughout the country; displaced persons, refugees/migrants and communities in need of support. With offices in Abuja, Lagos, Maiduguri, Benin City and Yola, IOM engages with various partners, authorities, and stakeholders to meet strategic goals.

North-East Nigeria is one of the most conflict-affected regions in the country, with a high caseload of historical and recent IDPs. As the context has evolved, the international community has started to focus on creating foundations for durable solutions to protracted displacement, focusing initially on the sustainable return, (re)integration and resettlement of Internally Displaced Persons (IDPs), returnees and the host communities.
In line with the Federal and State level government efforts to promote and facilitate durable solutions for the IDPs and returnees, IOM is implementing Area Based Approach pilot initiatives aiming to provide durable solutions through a multi-sectoral and multi-level approach, including Livelihoods, Shelter/NFI and Water, Sanitation and Hygiene (WASH) as well as and protection interventions in Borno and Adamawa states.
Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Head of Sub-Office in Maiduguri, and in coordination with senior management, resources management and programme managers, the successful candidate will manage, coordinate and ensure the implementation of the transition, recovery and durable solutions programme portfolio, including housing, land and property (HLP), livelihoods, cash-based interventions (CBI) and social cohesion. In particular, they will carry out the below responsibilities:

Core Functions / Responsibilities:
1. Manage, coordinate and ensure the implementation of IOM Nigeria's transition and recovery programming portfolio focusing on durable solutions, stabilization, livelihoods, CBI, HLP and social cohesion.
2. Co-chair the inter-agency durable solutions technical working group (DSWG) solutions in the Northeast and lead advocacy discussions with stakeholders in close consultation with mission management in Abuja.
3. Backstop the financial, administrative, and programmatic aspects of transition and recovery
related activities in the Northeast, in cooperation with relevant support units in the Mission.
4. Lead inter-agency efforts towards partnership and resource mobilization to expand the support towards durable solutions programming for IDPs, host communities, returnees and relocated persons from both humanitarian and development donors.
5. Conduct workshops with humanitarian and development partners and government technical commissions to plan and develop durable solutions strategies for states.
6. Oversee Livelihoods and HLP units in the Northeast in coordination with programmes teams.
7. Conduct technical workshops supporting wider mission advocacy efforts on DS, ensuring that national and sub-national priorities messages are aligned, the issues are addressed, and IOM initiatives are well documented and produced for wider internal and external communications.
8. Substantively support context and conflict-sensitive analysis at the country level to strengthenthe evidence-base for stabilization, transition, and recovery, in coordination with relevant programmes.
9. Work with Programme Support Unit (PSU) on donor engagement and resource mobilization for transition and recovery initiatives. Provide quality inputs to PSU for programme development and reporting purposes and prepare concept notes and project proposals.
10. Carry out technical missions as needed to the different displacement-affected areas of the country.
11. Organize high-level missions on transition and recovery initiatives including durable solutions and community stabilization.
12. Promote and coordinate durable solutions initiatives with the relevant humanitarian clusters, development coordination initiatives, and forums to ensure that durable solutions elements are incorporated in their efforts.
13. Lead and/or participate in assessments and research related to internal displacement in the country.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Humanitarian Studies, Migration Studies, Social Science, Political Science, Communication, Economics, Business Administration from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Minimum of five years proven experience working on transition and recovery related issues in humanitarian or development environments, including provision of technical advice to field teams;
• Experience in both humanitarian and transition or development settings and programming;
• Knowledge and experience in disaster management, internal displacement, protection challenges and conflict analysis; and,
• Proven experience on strategy development and advocacy on durable solutions for IDPs as well as in-depth knowledge of main protection and humanitarian standards.

Skills
• Excellent leadership, coordination, capacity building, planning and analytical skills;
• Solid understanding and first-hand experience of UN/INGO System coordination mechanisms;
• Sound understanding of Development Cooperation frameworks, tools, mechanisms;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners;
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objective; and,
• Good computer skills (MS Office, Internet browsers).

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of French or other UN language(s) is an advantage.
