Context:
Adopted in 2015 by African Union (AU) Member States, the AU/ILO/IOM/ United Nations Economic Commission for Africa (UNECA) Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) is a long-term joint undertaking among the four organizations in coordination with other relevant partners operating in Africa, including development cooperation actors, private sector organizations and civil society representatives.
The objective of the JLMP is to contribute to strengthening effective governance, and regulation of labour migration and mobility, for enhanced sustainable development, for inclusive economic growth and regional integration of the African Continent. It is the programme dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development which was adopted by the Assembly of Heads of States and Governments (AU/Assembly/AU/20(XXIV)/Annex 3, January 2015) in Addis Ababa, Ethiopia as well as labour mobility components of the Migration Policy Framework (MPFA) and Plan of Action for Africa (2018-2030).
The JLMP objective is implemented through several interventions led by the AU, notably: the JLMP Priority (2018-2021), the JLMP Action (2021-2024) and the JLMP Lead (2022-2025) projects. In 2020, after five years of the implementation of the JLMP, the AU, in collaboration with JLMP Implementing Partners (ILO and IOM), adopted the JLMP Strategic Framework and Monitoring and Evaluation Plan for the JLMP (2020-2030). The JLMP Strategic Framework provides a 10-year-strategic vision while consolidating results of the implementation of the first five-years’ period of the JLMP. Its implementation strategy continues to focus on intra-Africanlabour migration management, while addressing emerging issues related to African migrant workers to other regions to ultimately support African migrant workers and their families to live satisfied and dignified lives and contribute to Africa’s development. The sustainability of JLMP interventions hinges on close collaboration among the African Union (AU), International Labour Organization (ILO), IOM and UNECA, in cooperation with Regional Economic Communities (RECs), AU Member States and relevant stakeholders, to support activities at national level aiming to enhance the adoption and implementation of gender responsive labour migration policy and legislation and promote binding commitments to ongoing actions.
Under the overall supervision of the Head, Special Liaison Office to the Africa Union and UNECA in IOM Addis Ababa, Ethiopia, and the direct supervision of the Programme Coordinator Joint Labour Migration Programme Coordinator (JLMP), the successful candidate will manage and substantively support the coordination and implementation of Joint Labour Migration Programme and its contributing projects.

Core Functions / Responsibilities:
1. Substantively support the coordination and implementation of projects contributing to the AU-IOM-ILO-UNECA Joint Labour Migration Programme (JLMP) according to the JLMP Strategic Framework and Monitoring and Evaluation Plan (2020-2030).
2. Regularly monitor and assess progress and performance, identify, and address any deviations from the Programme implementation strategy, updating the JLMP Programme Coordinator and relevant stakeholders accordingly, and ensure corrective action is taken in a prompt manner (such as requesting and applying implementation time extension, seeking donor amend/revise the project activities and budget - total budget or an individual budget line - based on operational realities).
3. Backstop the technical, operational, and financial aspects of JLMP implementation and other related activities, prepare financial reports, ensure the implementation of relevant control systems, and manage administrative and logistical actions.
4. Contribute to IOM’s Strategic Vision and the IOM Continental Strategy for Africa, in coordination with the JLMP Programme Coordinator, particularly in the areas of Labour Mobility and Inclusion, regional integration, and sustainable development.
5. Ensure timely preparation, coordination and submission of quality internal and external programme and project reports, including donor reports and their supplementary documents, (both narrative and financial) after approval by the Chief of Missions (COM/s) (or equivalent), and ensure documentation of lessons learned and best practices for future programme development initiatives.
6. Develop appropriate monitoring and evaluation tools for the effective design and implementation of JLMP interventions in line with the JLMP Strategic Framework and Monitoring and Evaluation Plan and IOM’s Monitoring and Evaluation Guidelines.
7. Prepare new programme and project concepts and proposals and support resource mobilization actions in coordination with the JLMP Programme Coordinator, the Special Liaison Office (SLO), relevant IOM missions, Regional Office (RO), and Headquarters (HQ) Thematic Specialists.
8. Provide substantive technical, programmatic, and procedural support for the development and domestication of continental and regional gender responsive labour migration policy frameworks and strategies in line with the various dimensions of IOM current and prospective work in Africa, MiGOF principles and others, in collaboration with the AU, ILO, UNECA and relevant partners.
9. Establish and maintain close liaison with all IOM, AUC, ILO and UNECA regional and country offices, as well as all relevant JLMP Partners, and represent IOM in various fora to ensure effective implementation and successful integration and sustainability of the programme.
10. Research, analyse and provide advice on emerging issues and trends covering labour mobility and social inclusion to relevant partners and stakeholders, including specific information requested by IOM, Governments, RECs, and other entities.
11. Support JLMP visibility through the revision and implementation of the JLMP communication strategy, including preparation and distribution of specific communication materials and monitoring compliance of programme partners with the IOM and specific JLMP visibility guidelines.
12. When required, deputize for the JLMP Programme Coordinator, and respond to inquiries from Headquarters and the network of IOM country and regional offices as well as AUC, ILO, UNECA, RECs, Member States, and other partners.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Political or Social Sciences, Law and/or International Relations Conflict Studies, Economics, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Practical experience in dealing with a broad range of migration issues, in particular respect for and protection of the rights of migrant workers.
• Experience in liaising with regional multilateral bodies, governments, and other national/international institutions (AUC, RECs, UN Agencies, social partners etc.).
• Experience in drafting analytical reports, policies, position papers, guidance notes, and high-level strategic briefings.
• Experience of work with the AUC, RECs, MSs and social partners.
• Experience in labour migration policy and legal frameworks and in developing training manuals and capacity building activities;
• Proven knowledge and experience on project development, project management, implementation, monitoring, evaluation and reporting; familiarity with IOM guidelines on project management, implementation, monitoring, evaluation and reporting;
• Experience in budget formulation, financial and financial management and administration; familiarity with IOM guidelines and procedures on budget formulation, financial management and administration is preferred;
• Proven understanding of the Standard Operating Procedures in managing Joint Programs and the Pass-Through Fund Management Modality;
• Familiarity with the AU-ILO-IOM-UNECA Joint Programme on Labour Migration Governance for Development and Integration (better known as the Joint Labour Migration Programme or JLMP) in Africa;

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

is an advantage.
