STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in International Affairs, Economics, Nutrition/ Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/ courses.

Experience: at least 5 years of working experience in implementing technical programs,providing input into designing operations and/or providing input into policy discussions and decisions
National Professional: Fluency (level C) in French & Intermediate English (level B) required

ORGANIZATIONAL CONTEXT
Burkina Faso continuous conflict deterioration have given rise to one of the fastest growing internal displacement of population. Conflict, climate change and socio-economic impact of covid are the mains drivers of the growing food insecurity with nearly 3.5 million food insecure people.
Poor harvest and high food prices and the impact of the Ukraine crisis added an additional layer of Burkina complexity to an already vulnerable population facing multiple shocks.
In Burkina Faso, WFP support government to achieve strategic objectives, and the emergency response includes assistance to IDPs and host families affected by the crisis and food insecure people during the lean season.
Centre north region is one of the most affected and an integrated resilience (FFA, SAMS, Insurance, Nutrition, SMP) package add to emergency response (IDPs, LS, ESF) are implemented.

JOB PURPOSE
The main responsibilities of the Programme Policy Officer will be to design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)
The Programme Policy Officer will directly report to Head of Field Office (HoFO) and the main responsibilities will be to design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.
 Provide technical advice on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support local authority efforts to reduce food insecurity and malnutrition.
 Ensure implementation of programme components are consistent with WFP guidelines including key corporate policy issues and ensure that guidelines are shared with partners in areas of operation.
 Identify local partners capable of implementing WFP-assisted projects based on past experience with food assistance activities and ability to complement food aid activities with technical, financial, administrative and coordination support for all WFP supported programmes.
 Coordinate with Technical Direction of Education, Environment, Agriculture, etc as well as project committees from planning to implementation.
 Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP Field Office staff and partner to design and deliver effective food assistance programmes.
 Ensure preparations and review monthly distribution planning, monitoring and periodic implementation reports.
 Attend coordination and Inter cluster working group meetings at the state level and inform partners and beneficiaries on food basket and ration size.
