CRITICAL SUCCESS FACTORS

EDUCATION AND EXPERINCE

Advanced university degree in Rural Development, Social Sciences, Agriculture, Agriculture Economics, Livestock or related environmental science /other related field or First level University Degree and/or certification courses/trainings in the field, with additional two years of related work professional experience in this sector.



Languages: Fluency in spoken and written English and Hindi; ability to speak in other Indian languages is a plus.





ORGANIZATIONAL CONTEXT

The WFP is the largest humanitarian organisation delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s policy on Climate Change commits it to preventing acute hunger and investing in climate action- at both government and community levels – of the international frameworks including Paris Agreement and disaster risk reduction adopted in Sendai, Japan, in 2015.

WFP India’s Country Strategic Plan (CSP, 2023-2027) outlines its commitments to contribute to the efforts of Indian government in achieving their targets under SDG 2 and connected SDG 5 and 13. WFP works with a variety of State and Central Ministries to take this agenda forward. Realizing India’s growing willingness and potential to provide technical support in the area of building resilience for sustainable food and nutrition security with a focus on strengthening adaptive capacities, climate resilient food systems and livelihoods with following two main outputs:

Stakeholders at national and state levels have strengthened capacities to address food security and nutrition issues in disaster and climate-response mechanisms.
National climate response mechanisms are strengthened to improve community-level resilience and adaptation to natural shocks and other climate events.


JOB PURPOSE AND KEY ACCOUNTABILITIES (Not all inclusive)

The Programme Policy Officer (Climate Resilient Livelihoods) will support WFP operations under CSP Outcome 4 in partnering with state government departments to support promotion of resilient livelihoods (farm and non-farm) for small holder farmers and marginalized communities.

In particular, to lead the implementation of a project on ‘Building Resilience of Small-holder women farmers through use of Solar based Technologies’ (S4R) in collaboration with the Government of Odisha, Department of Agriculture and Farmer Empowerment in two blocks of Ganjam district. The project aims to improve climate resilience and sustainable nutritional security by use the solar technology for drying the horticulture produce and other produce and build linkages for its marketing. The position will work in close collaboration with the state Agriculture Department, other relevant departments/agencies and will also provide technical inputs to other national and regional projects supported by WFP.

Under the direct supervision of the Head of Unit (Climate Change, Resilient Food Systems and DRR) and with overall supervision of the Deputy Country Director /Country Director, the incumbent will be responsible for implementation of S4R project and providing inputs to other initiatives with the following key functions:



Programme Implementation

Support in developing detailed implementation plans, quality implementation of the projects and activities on ground including for the S4R project,
Monitoring of the S4R and other projects through establishing reporting mechanisms, conduct regular field visits
Contribute to provide strategic recommendations and engage in knowledge sharing on field experiences and facilitate cross-sharing through various forums
Liaise with range of Government partners and other stakeholders to build mechanisms of linkages with the existing schemes and ensure sustainability of the projects and results
Partnerships

Support the identification, development, strengthening and management of potential partnerships to collaborate with government and NGOs at state levels to work in the areas of climate resilient and diversification of livelihoods.
Contribute to resource mobilization and programme development for strengthening climate resilience and adaptation capacities among service providers and community members
Liaise with various actors such as solar missions, range of agriculture and non-agriculture partners, financing institutions, IT solution providers, training partners through the Government schemes and others to support alternate livelihoods leveraging the S4R learnings and preparing and scale-up plan
Support in organizing dissemination and advocacy events for cross-learning and sharing.
Capacity Strengthening

Support development of technical program guides, training manuals and other resources for innovative approaches and resilience building for the S4R and other project and other upcoming initiatives.
Support and conduct trainings of trainers, incorporate quality protocols for the cascade trainings and other capacity building efforts for S4R and other project
Collaborate with other relevant units of WFP including gender and other cross-cutting themes
Research, Innovation and scale-up

Undertake and support necessary secondary and primary research in the related field in consultation with expert agencies, governments and Evidence and Results unit in WFP
Preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders and preparation and support implementation of scale-up plans.
Perform any other related duties as required.


Knowledge & Skills: Excellent interpersonal skills required, including strong professional communication abilities.

Advocacy and networking skills with a broad range of stakeholders including government, civil society, academia and NGOs
An up-to date understanding climate issues and its impact on resilient livelihoods, various relevant programmes , global frameworks and policies, climate adaptation and resilience strategies, potential use of renewable energy and other technological advances;
Demonstrated understanding of food and nutrition security and learning ability and good knowledge about climate advisories & agriculture issues, and familiarity with government policies and data sets agriculture and climate
Knowledge of Global frameworks and updates in the field of climate change, soil conservation and agronomic/agro-tech practices, and national priorities.
Advanced computer skills with proficiency in Microsoft Office and other software analytical software
Knowledge of UN and the Government system would be an asset
Ability to work collaboratively with a diverse team of nutrition, supply chain and food security experts across India
Tact and diplomacy
