On behalf of the Multi-partner Trust Fund (MPTF), WFP, in collaboration with UNICEF and FAO will be implementing a new multi-sectoral, multi-stakeholder and multi-annual project with approximately USD 8 million for a period of 18 months, in selected parts of White Nile. The project titled "Strengthening Resilience of IDP Hosting Communities through Basic Services and Livelihoods Support" aims at mitigating and addressing the humanitarian, development, and peace implications of the displacement crisis in Sudan. The project focuses on enhancing the resilience and self-sufficiency of internally displaced persons (IDPs) and their host communities through access to essential services and sustainable livelihoods opportunities. The Project Coordinator, under the leadership of the Head of Resilience/SO3 Manager, will play a crucial role in ensuring the effective coordination and implementation of project activities across the participating organizations: FAO, UNICEF, and WFP.

BACKGROUND AND PURPOSE OF ASSIGNMENT

Oversee the overall design and implementation of the project, ensuring alignment with the project goals and objectives.

ACCOUNTABILITIES /RESPONSIBILITIES

1. Oversee the overall design and implementation of the project, ensuring alignment with the project goals and objectives.

2. Coordinate activities among FAO, UNICEF, and WFP to ensure a cohesive approach.

3. Establish and manage the Programme Management Unit and State Coordination Units.

4. Ensure effective communication and collaboration with local authorities, community leaders, and other stakeholders as needed.

5. Develop detailed work plans and ensure timely execution of project activities.

6. Monitor project progress and recommend adjustments as necessary to ensure successful outcomes.

7. Facilitate the baseline assessment and ensure data-driven decision-making.

8. Develop a joint M&E plan involving three agencies and implement a robust monitoring and evaluation framework to track project performance.

9. Conduct regular field visits to assess the quality of implementation and gather feedback.

10. Prepare and submit periodic progress reports to the donor and other stakeholders.

11. Oversee the project budget and ensure efficient use of resources.

12. Ensure compliance with financial and administrative policies and procedures.

13. Manage contracts with implementing partners and service providers.

14. Provide technical guidance and support to project staff and implementing partners.

15. Organize training sessions and workshops to enhance the capacity of local stakeholders.

16. Ensure close internal coordination with the SO2 team for the smooth implementation of the Home-Grown School Feeding (HGSF) component.

17. Promote best practices and lessons learned across the project.

QUALIFICATION AND EXPERIENCE REQUIRED

Successful establishment and operationalization of the Programme Management Unit and State Coordination Units.

• Comprehensive baseline assessment report.

• Ensure the timely compilation of updates for presentation at the joint bi-monthly meeting with the MPTF.

• Regular progress reports and a final project report detailing achievements, challenges, and lessons learned.

• Documented evidence of improved resilience and livelihoods among target communities.

• Effective coordination and collaboration among FAO, UNICEF, and WFP, and with local stakeholders.

• Financial and administrative records demonstrating efficient use of project resources.

Education

Advanced university degree (master’s or equivalent) in International Development, Project Management, Social Sciences, or a related field.

Proven experience in managing multi-partner projects and working with international organizations.

Experience in conflict-sensitive programming and working in complex emergency settings.   

Knowledge & Skills

Strong project management skills, including planning, implementation, monitoring, and evaluation.
Ability to work effectively with diverse stakeholders, including government officials, community leaders, and international partners.
• Knowledge of financial and administrative management principles.

• Proficiency in using project management software and tools. Strong interpersonal and communication skills, and ability to work in multicultural settings.  

Languages:

Fluency in English required. Working knowledge of Arabic is an asset
