BACKGROUND

Purpose of Activity/Assignment:

Disasters, climate change, and environmental degradation present significant and escalating threats to the well-being of children globally, jeopardizing the progress achieved in child survival and development. Over a billion children are exposed to severe risks from climate and environmental hazards such as heatwaves, floods, and cyclones. Consequently, it is imperative for countries to establish climate-resilient, low-carbon social services encompassing water and sanitation, healthcare, education, nutrition, social protection, and child protection to tackle current threats and prepare for increasingly severe impacts.

In order to protect the lives, health and well-being of children and the resilience of their communities to adapt essential social services to a changing climate, more frequent/extreme disasters and a degrading environment, comprehensive child-centred risk assessment (i.e. taking account of the perspectives / vulnerabilities of children and their communities) along with data systems and policies that work across development and disaster management to identify and prioritize the most vulnerable children and services are needed. This data can be used to inform multiple purposes: disaster risk reduction and climate change adaptation, preparedness planning, and wider development agendas. By systematizing and prioritizing children’s needs and investing at scale, based on child-centred data/evidence, working with national and subnational partners to establish multi sectorial risk assessment information to inform programming and policy making, we can truly reduce the impacts of disasters on children.

UNICEF and the United States Bureau for Humanitarian Affairs is scaling up a partnership initiative “ which also builds on UNICEF’s previous groundwork from the initial Children’s Climate Risk Index (CCRI) and aims to identify most vulnerable children to and the (lack of) capacities of the most critical services (WASH, healthcare, nutrition, education, social protection, child protection) to withstand the impacts of natural hazards (especially, but not limited to, climate change exacerbated hazards) at a subnational level through available data, assessment of data gaps, and integrate these findings into major existing global / regional /national platforms, to support child sensitive prevention, preparedness and response.

Moving into its next phase, the “Children’s Preparedness and Risk Reduction Information Partnership (CPR-RIP) STAGE II: Children’s Climate Risk Index – Disaster Risk Model (CCRI-DRM) subnational risk assessment” will build on work conducted in Stage I and will add between five to seven additional countries to the initiative.

UNICEF is seeking a dedicated, proactive consultant to : (1) Provide project guidance and direction for this specific project that is time sensitive to deliver; (2) contribute to global practice(s) of climate change, environment, energy, and DRR (CEED) and positioning of UNICEF globally; and (3) support on resource mobilization and it’s tracking.

Scope of Work:

The consultant is expected to perform the following tasks:

Provide project guidance and direction for this specific project that is time sensitive to deliver:
Monitor and draft status updates and reports on this grant and project delivery across all seven countries and connect resources, networks, and products among projects.
Provide technical backstopping to the delivery of the grant at CO level
Connect projects’ results to wider UNICEF uptake through various channels (e.g. Community of Practice, KM hub) and other projects/initiatives across UNICEF (e.g. Today and Tomorrow Initiative, Business for Community Resilience (BCR) and EMOPs-led preparedness/ anticipatory action initiatives)
Provide project guidance and direction for this specific project that is time sensitive to deliver, and contribute to global practice(s) of CEED and positioning of UNICEF globally:
Conduct all monitoring and draft status updates / reports on this grant/project delivery; technical backstopping to the delivery of projects/grants at CO level; connecting of projects’ results to wider UNICEF and other projects/initiatives across UNICEF
Provide final phase of project management/oversight support for this specific project and its funds that are time sensitive to deliver and resource mobilization and tracking:
Final monitoring and status report on substantive grant and project delivery
Draft/refine/collect inputs for various concept notes, donor power points, outreach materials, etc., including for next phases of existing grant, but also for new resources
Terms of Reference / Deliverables/Deadlines

Deliverable 1: detailed project plan and timeline developed which includes initial needs assessment By 31 Oct 2023

Deliverable 2: local governance structure and theoretical framework in each of seven countries established; data collection framework and methodology for each country established; templates and guidelines for data collection and reporting developed. By 30 Nov 2023

Deliverable 3: Protocols for data quality assurance and control established; Data analysis initiated, and preliminary findings identified. By 31 Dec 2023

Deliverable 4: Interim progress report of adaptation and construction process of the CCDRM in each country and related guidance and support provided input into donor template. By 31 Jan 2024

Deliverable 5: Preliminary analysis of the CCDRM data across all seven countries conducted, and key trends and patterns identified within. By 29 Feb 2024

Deliverable 6: Six-month update and progress report which includes validation and verification on the accuracy of the collected data (through coordination with local project teams) conducted and formatted within donor reporting template. By 31 Mar 2024

Deliverable 7: Seven reports prepared which include

A summary of the technical backstopping to ROs/COs that has been provided.
analysis and interpretation of ongoing data for each country, and technical inputs to sector-specific global tools under development,
resource mobilization updates, and update on linkages (if any) with UNICEF’s corporate agendas
summary notes of communication with country offices and HQ teams, and on knowledge-sharing events, workshops, or webinars to disseminate project findings and best practices coordinated (inc. for COP28/COP29).

Deliverable 8: Final project report, including comprehensive data analysis finalized for each country and, an overall project evaluation with data-driven recommendations for future initiatives. By 15 Dec 2024

Deliverable 9: Presentation with initial findings and recommendations for project stakeholders.

Qualifications

(1) Education

Master's in Public Climate change, disaster risk reduction, development, environment, international relations or other relevant fields

(2) Work experience

Project management skills and minimum 5 years’ experience delivering successful projects on climate, energy, environment or disaster risk reduction.
Experience with UNICEF sectors required.
(3) Competencies

Excellent writing and communication skills.
Advanced level of expertise in resilience, DRR, climate change required.
Additional languages considered an asset (French, Spanish, Russian).

Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment.
Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
