Context:
OM’s Humanitarian Response and Transition programme (HRT) in Sudan oversees IOM’s efforts to support local communities in preventing, mitigating the impacts of, and seeking solutions to the mobility dimensions of crisis, including displacement and large-scale mixed migration flows. The HRT programme is expanding its peacebuilding portfolio with a new initiative for the East funded by the UN Peacebuilding Fund (PBF). The project is focussed on addressing the intersecting effects of climate change, environmental degradation, social cohesion and displacement, which are increasingly influencing conflict dynamics and risks in the region.
Sudan is considered highly vulnerable to the effects of climate change and continues to suffer protracted and new displacements due to recurring disasters caused by natural and manmade hazards. Enduring conflict and environmental degradation often interplay in the context of Sudan, with access to natural resources sparking disputes which lead to violence and displacement. In turn, conflict and displacement leave those affected less able to implement climate change adaptation and mitigation measures in the long-term, further compounding risks.
The overall objective of the project “Strengthening the Security-Climate Nexus in Gedaref, Sudan” is to contribute to enhancing peace and stability through promoting conflict resolution and resilience-building strategies grounded in a mapping and analysis of local environmental drivers of conflict risk. Specifically, the project will a) strengthen local conflict resolution mechanisms and local resource management capacities, b) introduce renewable/alternative energy solutions and improved access to services and livelihoods; and c) implement local disaster risk reduction and resilience-building initiatives, including environmental
protection/restoration initiatives. The project is implemented by IOM (as lead agency) i partnership with the Food and Agriculture Organization (FAO). In this context IOM is seeking to recruit a Project Coordinator (international) with knowledge of
and/or experience in peacebuilding issues to support the implementation of the project. The successful candidate will be based in Gedaref and undertake frequent duty travel to Khartoum as well as to field implementation sites. It is desirable that the candidate possesses strong familiarity and interest in climate change and environmental issues, and a broad understanding
of how such can influence conflict-related risks.
Under the overall supervision of the IOM Sudan Head of Programmes, the direct supervision of the Regional Coordinator (East Sudan & Blue Nile), and in close day-to-day technical coordination with the Programme Officer (Peacebuilding, Resilience, and Durable Solutions), The Project Coordinator (Strengthening the Security-Climate Nexus in Gedaref, Sudan) will be
responsible for tasks associated with the implementation, coordination and monitoring of the project at the field level in close daily coordination with IOM and FAO field-based project teams and the Project Management Team in Khartoum.
Core Functions / Responsibilities:
1. Coordinate field level implementation of the project “Strengthening the Security-Climate Nexus in Gedaref, Sudan” funded by the PBF; check that project implementation progresses according to the work plan; contribute to the development of monitoring, evaluation, and reporting tools; document and evaluate results; identify the causes of deviations and bottlenecks; and recommend and implement corrective actions.
2. Support the budgetary, logistical, and administrative aspects of the project in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
3. Provide updates and technical analysis on how environmental issues and climate change are impacting on local resource competition, insecurity, conflict dynamics, displacement and migration in Sudan; stay abreast on the latest research and analysis available on the topic; contribute to the development of methodology and tools for integrating climate change aspects in IOM Sudan’s peacebuilding programming; identify gaps, and recommend priority interventions relevant to addressing the climate-conflict nexus.
4. Encourage and facilitate the integration and mainstreaming of gender, conflict sensitivity, inclusion, Accountability to Affected Populations (AAP), protection, and other pertinent cross-cutting issues into project implementation.
5. Provide technical inputs to contribute to information management activities, including awareness raising and visibility, press releases, website updates and other relevant documents or information-sharing materials.
6. Coordinate the elaboration and dissemination of interim and final reports to the donor and other relevant stakeholders, checking and following up on the quality of inputs, timely submission, and compliance with donor and IOM requirements.
7. Liaise and coordinate closely with government entities, implementing partners, United Nation agencies, civil society, donors and other stakeholders, including through the project Steering Committee and a wider Steering Committee for PBF projects in Eastern Sudan.
8. Participate in conferences, working groups, workshops, steering committees and other forums relevant to the project’s technical focal areas, checking that learning is applied to the project and disseminated to the project team and other relevant actors.
9. Supervise, train, and guide field project staff; deliver capacity building activities for staff, partners, government officials, and other actors.
10. Undertake duty travel as required related to project implementation and monitoring.
11. Perform other related duties as assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Peace and Conflict Studies, Political or Social Science, Economics Development Studies, Climate Change Adaptation, or a related field from an accreditedacademic institution with two years of relevant professional experience; or
• University degree with four years of relevant professional experience.
Experience
• Experience in the field(s) of Community Stabilization, Peacebuilding, Durable Solutions, Climate Change and/or Disaster Risk Reduction.
• Experience and understanding of project cycle management, monitoring and evaluation, and reporting.
• Experience in working as part of an international non-governmental organisation or UN agency and/or on donor-funded projects in the international development sector; Experience coordinating the work of multiple organisations or UN agencies would be an advantage.
• Experience in working in Internally Displaced Persons (IDP) and/or refugee contexts and in complex humanitarian emergencies or post-conflict environments; and
• Expertise in the key concepts and principles of conflict sensitivity, and their application, will be assessed favourably.
Skills
• Solid understanding or academic grounding in of one or a combination of the thematic areas relevant to the project: Peacebuilding, Conflict, Durable Solutions, Climate Change, and Disaster Risk Reduction (DRR);
• Excellent English writing and communication skills.
• Skills in problem-solving, decision making, and analysis; the ability to apply learning during project implementation; and,
• Keen interest and understanding of Sudan’s political, economic and social context, with knowledge or experience of regional issues an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
