ORGANIZATIONAL CONTEXT
This job is located in Office of the Executive Director in Rome, Italy, Headquarters (HQ), reports directly to the Senior Advisor on Protection from Sexual Exploitation and Abuse (PSEA).
WFP is committed to uphold a zero-tolerance approach to Sexual Exploitation and Abuse (SEA). The PSEA unit focuses on effective prevention and protection measures to safeguard the people WFP serves from SEA and to take actions with a victim-centred approach. This is done by facilitating a multi-disciplinary approach to PSEA, including identifying good practices, supporting interagency coordination and UN coherence, and providing advice and guidance to employees on SEA prevention and response.
JOB PURPOSE
The purpose of this position is to provide expertise and substantive advice to contribute to the Organizational PSEA strategy and the rollout of the revised Executive Director Circular on PSEA, which outlines the internal framework for addressing SEA. This position will support this process by ensuring PSEA is reflected and integrated into standard corporate processes, with a focus on those related to programme design and monitoring. This role also includes strengthening outreach and engagement with regional bureaus, country offices, and relevant HQ Divisions in the area of PSEA.
KEY ACCOUNTABILITIES
Contribute to the technical rollout of the ED Circular on PSEA (WFP PSEA policy framework) with a focus on managing PSEA in partnerships by developing technical guidance and tailored training and capacity building modules.
Contribute to the downstream implementation and mainstreaming of PSEA across partnerships through the coordination of the WFP rollout of the UN Implementing Partner PSEA Capacity Assessment.
Develop an Implementing Partner PSEA Capacity Assessment implementation plan for WFP.
Conduct collaborative engagement with the Operational Partnerships Unit (OPU) and other HQ colleagues to ensure that PSEA is adequately captured and integrated in partnership guidance, quality checks, and review and approval processes.
Provide PSEA field support through technical advice/trainings and ad hoc support in-country missions (as requested) to Country Offices implementing the UN IP PSEA Capacity Assessment or other PSEA & Partnerships related tools.
Contribute to the development of the PSEA approach/framework for government implementing partners. Support and participate in interagency coordination and collaboration on PSEA for partnerships, as requested.
Conduct regular data analysis, documentation of lessons learned and case studies and good practices from country offices.
Develop corporate indicators, methodologies, and testing and reporting to feed upstream to strengthen corporate mechanisms on PSEA in partnerships. This will be done by working with technical counterparts.
Develop a knowledge management strategy on PSEA in partnerships, including the maintenance of the repository of tools, documentation of promising practices, etc. This will be done by conducting a technical review and interpretation of current information available and current knowledge management processes.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced university degree in political science, law, ethics, human resources, public administration, communications, social sciences, or other related fields or an undergraduate degree with additional years of related work experience and/or training/courses.
Experience:
5 years of relevant progressively responsible especially in the field of sexual exploitation and abuse, and protection.
Knowledge & Skills:
Working knowledge of Protection from Sexual Exploitation and Abuse (PSEA) and/or related topics such as Protection and/or Gender-based Violence.
Working knowledge on UN partnership processes including with governmental and non-governmental partners.
Strong analytical, written, and oral communication skills, as well as conceptual thinking.
Demonstrable report and presentation writing skills.
Demonstrable skills in developing and conducting capacity-building activities.
Proven ability to produce outputs independently with minimal supervision and guidance, while at the same time seeking innovative ways to integrate PSEA into humanitarian operations and partnerships.
Solid soft skills, tact, and maturity, and experience interacting with all levels of an organization.
Ability to collect, collar,e and analyze data efficiently and effectively.
Independent decision-making skills while respecting the bounds of the authority vested in the position.
High standards of ethics and values, and impeccable integrity
Language:
International Professional: Fluency (level C) in the English language.
Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
