Resilience 4 Peace (R4P) Resilience Lead

IRC had a brief presence in south-west Côte d’Ivoire in the late 1990s to respond to the needs of Liberian refugees. It then re-opened its office in Abidjan in 2003 to respond to the humanitarian needs of IDPs brought about by the civil conflict, as well as to address a new wave of Liberian refugees. Currently, IRC conducts programming in the field sites of Man, Korhogo and Yamoussoukro, as well as in its Abidjan HQ office in the following Sectors: Gender Based Violence, Health, Child & Youth Protection & Development (CYPD), Economic Recovery and Development, reaching approximately 2 million beneficiaries.

The goal of IRC Côte d’Ivoire is to consolidate its post conflict development program through increased partnerships and advocacy aiming to achieve quality, impact and sustainability. The IRC in Côte d’Ivoire also aims to prevent or reduce the impact of new threats to the Ivoirian population, such as violent extremism in the Northern regions of the country.

SCOPE OF WORK
The IRC is looking for a Resilience Lead for an anticipated USAID-funded project that focuses on resilience strengthening. This position is thus contingent on the IRC being awarded funding and is anticipated to begin in November 30, 2020. The aim of the R4P program will be to strengthen Resilience and Learning to Countering Violent Extremism in Côte d’Ivoire Northern Border Areas. The Activity will focus on preventing the spill-over of Violence Extremism (VE) from the Sahel into Côte d’Ivoire’s northern border areas. In close coordination with other R4P technical leads, the Resilience Lead will have the overall responsibility for the implementation of the project’s resilience activities in line with the project design and donor regulations. Details of the JD may have to be adjusted based on final donor approval. This position is contingent on funding and the selection of final applicant might be subject to USAID approval.

This position is based in Abidjan, Côte d’Ivoire, and will require frequent travel to field offices.

MAIN RESPONSIBILITIES:

Program Design & Quality Assurance
•Lead on or support conduct of assessments (political economy and conflict analyses, socio-economic) to identify local and regional drivers of EV and low resilience, sensitive to differences by age, gender and minority groups;

•Provide strategic leadership in using evidence-based and assessment-informed program models and interventions that strengthen individuals’, communities’ and system’s resilience and economic empowerment that are key drivers of exposure to violent extremism; ensuring a participatory approach is adhered to (thematic areas of work will include but are not limited to inclusive access to natural resources and essential services, socio-political and economic insertion of marginalized groups, climate change adapted and diverse livelihoods development etc.);

•Ensure the development (and vetting) of the strategy and work plan for the implementation of the Resilience component of the R4P project in collaboration with the other technical leads of the project, government officials, civil society and other stakeholders;

•Oversee the implementation of project towards resilience strengthening at the central, regional and local levels. Ensure that technical outputs are provided according to work plans and up to highest technical standard and quality;

•Support the team in well-defined protocol and tool development that maintain a balance between the achievement of objectives and quality processes and methodological rigor

•Contribute to the development of field staff through training, mentoring, and assisting with professional advancement with a special focus on women, youth and minorities;

•Advise consortium partners on all Resilience aspects of project implementation, ensuring a consistent and effective approach to achieving project impact.

Partnership Development
•Lead on the mapping of relevant local partners to be engaged throughout the project design and implementation;

•Design project to involve and build capacity of local partners to lead the program and develop a sustainable operations model;

•Develop close relationships with government officials involved in employment, youth employment, women and solidarity, with a particular focus on regions and districts for representation and collaboration;

•Ensure the establishment and maintenance of effective engagement with communities and with local government partners, to ensure responsive and sustainable programming;

•Support relevant advocacy efforts of the project.

MERL and Research
•Ensure that lessons learned from this project are considered for relevance to ongoing program activities, and propose adjustments as needed;

•Support monitoring and evaluation of activities and help develop research initiatives to test and generate conclusions on the efficiency of methods used in project activities;

•Identify priorities for the engagement and support of the IRC Economic Recovery and Development Unit as well as other project partners.

Qualifications
•A Master’s degree in international development, social sciences, economics, public administration or an equivalent combination of education and work experience is required;

•At least 5 years of professional experience providing technical advice and implementing large-scale projects in resilience and countering violent extremism in developing countries and fragile states, with experience of USAID-funded interventions particularly desirable;

•Specific and practical expertise in the areas of resilience, economic empowerment, specifically of women and youth, community-based development and civil society development in basic service delivery contexts;

•Experience of working with civil society organizations at local and national level and their organizational development;

•Knowledge of political economy and conflict analysis as well as highly desirable flexible programming approaches;

•Strong leadership skills as well as strong training and mentoring capabilities;

•Very good computer and MS Office skills (Word, Excel, Power Point, Access, Outlook);

•Very good written and verbal communication skills in French and English essential;

•Ability to work under pressure and in a multicultural environment;

•Previous experience in the Côte d’Ivoire or Francophone West Africa highly desirable.
