Scope of Work:

The Government of Rwanda aims to eradicate extreme poverty by 2024. This demands multi-sectoral efforts to support households to sustainably graduate out of extreme poverty. In order to support planning of multi-sectoral service delivery that meets the needs of extremely poor households and to effectively monitor changes in household welfare over time, LODA in collaboration with UNICEF established a household profiling system in 2017-2018 with the aim of assessing the socio-economic status of households.

The main objective of the household profiling exercise is to generate an in-depth and real time understanding of the needs of all households with a view of enabling planning of services to support sustainable graduation from extreme poverty and monitoring changes in household welfare over time in general.

A nationwide household profiling survey was conducted in 2019-2020 and given the importance of the results which provide a wealth of information on the welfare status of households; there is a need to update the household profiling information on a regular basis.

With the support from UNICEF and WFP, a Monitoring and Evaluation (M&E) framework and tools for Household Profiling (mainly M&E framework, full Household Profiling and Routine Monitoring service questionnaires) were developed in 2021. Following the development of these tools, relevant LODA staff were trained and supported cascaded ToT sessions of District staff on the same.

LODA now plan to roll out the new M&E tools for Household Profiling and update household information in two sampled districts (Bugesera and Gasabo) specifically on demographic characteristics, socio-economic information, livelihoods and health facilities. This exercise will contribute to feeding up-to-date information into the new Social Regstry as well as eable LODA to compare findings from the previous households profiling report (2020) to better understand how the welfare of households has evolved over the past three years and ensure better planning of services to support sustainable graduation from poverty.

Justification

Since the time the last Household Profiling exercise was conducted, significant socio-economic shocks caused by the COVID-19 pandemic affected Rwanda and the world at large. It is therefore of much importance to collect new data and compare the findings with what was found in 2020 in the two mentioned Districts, with the assumption that this comparative analysis will provide useful insights on how the situation of households have evolved and will inform the government how COVID-19 effects and the increases in prices have impacted on the socio-economic welfare of the population most especially poor and vulnerable households.

Given the expected technical deliverables from this comparative analysis, there is a need to engage an external consultant and LODA is requesting technical support through the recruitment of one national consultant hired by UNICEF for implementing the assignment under this TOR.

Objectives and expected results

The ultimate objective of this assignment is to analyze Household Profiling data collected from Gasabo and Bugesera Districts, prepare a final report and compare the results with the data collected in 2019-2020 of the same districts.

At the end of this consultancy, it is expected that:

Household Profiling data updated, cleaned and analyzed properly.
Final report is prepared and presented to the main stakeholders.
A comparative analysis of 2020 and 2022 Household profiling data is available.
Methodology

The comparative analysis will be done using the Household Profiling data that was collected in 2019-2020 and data that will be collected during household profiling data update in November 2022-December 2023. Data collection will be done by Para-social workers and Youth Volunteers using their own smart phones.

Data quality assurance

Using statistical software, the consultant will work hand in hand with the LODA statisticians in data cleaning and generation of tables before data analysis.

Analysis and Reporting

After data is collected in all households of Gasabo and Bugesera, the consultant will conduct quality assurance on data cleaning, analyze and produce a detailed household profiling report.



Work Assignment Overview

Deliverables/Outputs:

Payment 1: 15%

Summary on data cleaning process and final dataset ready to be analyzed available in Excel, SPSS, and STATA. To be completed by 12 January 2023
Data analysis methodology and work plan. To be completed by 12 January 2023
Payment 2: 30%

Submission of draft 2022 household profiling report with annexes of different selected statistical tables. To be completed by 10 February 2022.
Payment 3: 25%

Second draft 2022 household profiling report in the two districts indicating the processes, lessons learnt, limitations and recommendations for future profiling activities. To be completed by 06 March 2023
Comparative analysis using 2020 and 2022 data sets integrated in the draft report. To be completed by 06 March 2023
Payment 4: 30%

Final report with inputs from the key stakeholder’s workshop. To be completed by 15 March 2023.
To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or PHD) in Statistics, Applied Mathematics, Mathematics, Public Health, Economics, or other relevant fields
At least 8 years of relevant work experience in statistical surveys and management of big volumes of data
Good understanding of Rwandan context is an asset
Strong analytical and writing skills
Ability to produce deliverables in due time and with quality standards
Proficiency in computer applications and statistical software (such as SPSS and Stata)
Fluency in written and oral English, French will be an added asset
Strong communication skills
Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 70% and 30%, respectively.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
