Country and Position Context

The Middle East and North Africa Region Vice-Presidency (MNA) serves a population of 355 million living in 20 countries. The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The MNA region has enormous potential, but long-standing problems like power shortages, youth unemployment, and lack of access to finance have conspired to hold back economic growth in the region.

The mission of the MNA region is to support the Bank Group’s overarching goals of ending poverty and boosting shared prosperity. A pre-requisite for that is to support efforts towards peace and stability in the Region. The MNA Region is now implementing an ambitious strategy towards that end by a focus on four pillars – “the 4 Rs” – Renewing the social contract; Regional cooperation; Resilience to migration shocks; and Reconstruction and recovery, which apply to different degrees to the various countries in the Region.

The Maghreb Department

The World Bank Maghreb department (MNC02) serves five countries (Algeria, Libya, Malta, Morocco, and Tunisia), which comprise a total population of approximately 100 million. Since the establishment of the department, the Country Management Unit (CMU) has been keen on devising projects to cater for the specific development needs of the aforementioned countries through lending, grants, and concessional financing. The Maghreb Department also provides an array of Advisory Services and Analytics (ASAs) to support design or implementation of policies, strengthen institutions, build capacity, inform development strategies or operations, and contribute to the global development agenda. The MNC01 country department is led by a Country Director and managed out of the Rabat regional office, in Morocco.

The Tunisia Country Program

The WBG Tunisia Country Partnership Framework (CPF) for FY2023–2027, to be presented to the Board of Executive Directors in June 2023, lays out an ambitious agenda for social resilience, access to finance and support to energy sector. The CPF rests on three High level outcomes: (i) quality jobs created by the private sector; (ii) strengthened human capital; and (iii) improved resilience to climate change and reduced carbon emissions. The Bank’s portfolio in Tunisia has expanded rapidly, since 2020, to respond to the Covid-19 crisis and to support Tunisia’s socio-economic recovery.

The World Bank’s current active portfolio in Tunisia consists of 20 projects valued at US$2.55B. As of May 15, about 59% (a total of US$1.47B) had been disbursed. The program also includes a broad range of analytic and technical assistance support across sectors and to support economic reforms and climate action. The Tunisia Economic Resilience and Inclusion (TERI) Country Trust Fund Umbrella supports the ASA agenda (e.g., advisory services, capacity building) including Policy Dialogue and support to reforms.

The World Bank/Tunis Office is a dynamic and fast-paced country office, with frequent high-level visitors, a busy mission schedule, and an active engagement with Government of Tunisia clients, international partners, private sector, civil society and other stakeholders.

Roles and Responsibilities

The selected candidate will work directly with and under the supervision of the Tunisia Country Manager (CM) and the general guidance of the Country Director (CD). He/she will coordinate the CMU Operation team in Tunisia comprising an Operation Officer (OO) and an Operation Analyst (OA) in coordination with the Maghreb Operation team in other sights, and work in close collaboration with the Country Management Unit (CMU), CD, Country Program Coordinator (CPC), the CMU Operations Officer (OOs) and Operation Analysts (OAs), Program Assistants/Tunisia Office (PAs), Program Leaders (PLs) and other members of the MNC01 CMU. Under the supervision of the CM and in coordination with the CMU Operation Team, the candidate will be responsible for the following tasks:
Coordinate the Operation Team of the Tunisia Office and ensure the Tunisia Dashboard is up to date in real time, with at least weekly updates on status of the pipeline, portfolio, ASA.Coordinate the monitoring of dashboard milestones and coordinate the Operation Team of the Tunisia Office for follow up with task teams as required to keep the pipeline on track.Ensure provision of weekly updates on portfolio outliers and assume active management of portfolio implementation challenges, including on problem projects, cancellations.Ensure provision of monthly updates to the CM and follow up with internal monthly country portfolio reviews to ensure that decisions made are followed through.Ensure smooth coordination with the CMU Operation Team and MNADE at HQ.Forward planning to keep milestones on track, including loan signing, effectiveness deadlines, extension requests, submission of ISRs and ICRs.Coordinate with CM and CMU SOO on any operational waivers required as well as suspension, cancellation, and restructuring.Coordinate the Tunisia Operation Team with the CM and the CMU SOO the quality review of all operational packages in the pipeline requiring the CD’s clearance, including concept, decision, negotiations, and Board packages, ensuring that decisions made are followed through to subsequent phases.Attend Concept and Decision meetings and review Decision Notes prepared by task teams to ensure they reflect discussions reached and coordinate with PLs to ensure follow through.Coordinate with the CM and the CMU SOO deep dives on portfolio operations as required, especially on problem projects and outliers to help unblock implementation challenges.Ensure oversight of CMU review of ISRs for the active portfolio.Lead Program Management of Tunisia MDTFs including monitoring of active child trust funds, liaison with GP teams in charge of the supervision, and coordination of CMU MDTF team in Tunis.Ensure engagement with partners and government counterparts for MDTFs, including regular review and decision meetings for new child trust funds.Ensure MDTF alignment with Maghreb and Tunisia World Bank strategic orientations.Assist the CM in the management of the Tunis Country Office, including mentoring/coaching operations staff in career development.Support the CM in strategic engagement with the Government and civil society.

Selection Criteria

Master’s degree in a relevant field (Economics or other Social Sciences, Business Studies, Finance, International Relations, or similar field relevant to the Bank's mission).Minimum of 8 years of relevant experience with the World Bank or comparable institution.Understanding of Bank policies, processes and procedures, and of the roles and responsibilities of various Bank units. Strong knowledge of World Bank projects, technical assistance and trust fund operations.Proven ability to think strategically, and to apply this to the design and implementation of country assistance programs.Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.Demonstrated initiative, leadership skills and drive for results, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.Political sensitivity and mature judgment; and ability to focus on the big picture, while not losing sight of details.Highly developed spoken and written communications skills in French and English; including the ability to draft concise reports and correspondence.Arab language highly desirable.
