Job Description Summary
With growing humanitarian needs far outpacing increases in funding, better planning is critical to improve WFP’s efficiency and ability to operate in an environment with frequent supply chain disruptions. As part of these efforts, the Supply Chain Planning & Optimization Consultant will contribute to increased efficiency of operations in the country, applying best practices in supply chain management and advanced analytics to develop integrated sourcing and delivery plans, provide operational foresight in support of data-driven decision-making, and optimize operations design, both for WFP operations and those of its partners. In support of these tasks, the Consultant will use the digital solutions developed to support risk-informed, data-driven supply chain decision-making (e.g, Optimus, Prisma, Scout, and Route The Meals).

RESPONSIBILITIES
1. Lead supply chain planning analyses, including the development of sourcing & delivery plans, evaluating the cost-effectiveness of operational corridors, and regional emergency preparedness planning.
2. Enable the adoption of best practices and advanced analytics in supply chain management for operations in the country, to increase their efficiency and effectiveness.
3. Support the development, testing, and implementation of supply chain planning tools in the country, including Optimus, Prisma, and Route The Meals.
4. Engage in discussions on replenishment of corporate inventories, ensuring adequate inventory levels to meet forecasted demand.
5. Coordinate closely with relevant business functions to provide end-to-end strategic, tactical and operational visibility on operations to CO management, anticipating and flagging potential issues to be mitigated or addressed.
6. Perform what-if scenario analyses to support the resolution of ad-hoc issues and emergencies affecting CO operations.
7. Coordinate closely with the planning teams in HQ and in RBD to stay abreast of latest developments & best practices and ensure a harmonized approach to operations management.
8. Support strategic planning activities, including the optimization of the supply chain network and revisions of WFP's transfers during CSP and Budget Revision processes.
9. Provide analytical support to national capacity strengthening activities in the region, including the strengthening of food systems.
10. Strengthen the capacity of CO staff in the areas of supply chain management, planning and optimization, as well as data analytics.
11. Other as required.
DELIVERABLES AT END OF CONTRACT:
1. Periodic sourcing and delivery plans for CO operations, ensuring timely availability of inventory to meet funded demand.
2. Provision of recommendations to Supply Chain management in support of risk-informed, data-driven decision-making to increase efficiency of supply chain operations.
3. Periodic strategic overview of the status of CO operations, including alerts and issues to be addressed.
4. Identification of supply chain cost inefficiencies in CO operations and proposition of models to achieve cost savings.
5. Co-development of the tools to support supply chain decision making.
6. Support COs in the design of their concept of operations as required.
