Further to the activation of the Corporate Emergency Activation Procedure (CEAP) Level 3 for Haiti on 20 April 2023, the incumbent will contribute to building partnerships, development and implementation of resource mobilization strategies, tools for humanitarian fundraising and growth of quality resources from public and private sectors; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitments for Children in Humanitarian Action focusing on donor relations and in close collaboration with Headquarter, Regional and Haiti Country Offices
How can you make a difference?

The position reports to the Representative of Haiti Country Office, with overall guidance and supervision of the Partnerships Specialist/P3.

Summary of key functions/accountabilities:

Deliver support to the Haiti country team in the development and implementation of resource mobilization strategies and activities to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s L3 Resource Mobilization Action Plan.
Support effective flow of information and coordination of analysis of humanitarian situations within partnerships cone (PPD/PFP and DGCA) and EMOPS, as well as relevant divisions, regional and country offices.
Seek and promote new partnerships and resource mobilization, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
Coordinate and provide quality assurance to produce high-level resource mobilization products, funding proposals, and donor reports that can be used by CO, RO, HQ in engagement with resource partners.
Contribute UNICEF’s engagement with public and private sector partners at field and capital level through development of communications and advocacy products and messaging to enhance UNICEF’s visibility and influence in close collaboration with Communications team.
Coordinate resource partner recognition and visibility for UNICEF Haiti emergency response programmes, in close collaboration with PPD and PFP, and CO Communications team.
Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching field colleagues, short-term staff, including interns and consultants, as needed, in resource mobilization and partnerships.
Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in public and private donor engagement and interaction with assigned partners. Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s Senior Management.
Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to CO’s base of knowledge on partnership and resource mobilization.
Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.
Act as Officer in Charge of the Country Office Partnerships team when necessary.
To qualify as an advocate for every child you will have:

Education:

An advanced university degree (master’s degree) is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

Experience:

A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.

Experience in humanitarian settings, an asset.

Language Requirement:

Fluency in English is required for this role. Knowledge of French would be an asset.

Eligible UNICEF International Professional (IP) and local Staff Members (National officer or General Service) on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
