The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. We, at the MENA Infrastructure Department (IMNDR) are responsible for project lending and policy advisory work in the energy and transport, and the delivery of global units (DD, IPG, Extractives) activities in the region. The department presently comprises two units: (i) an energy unit (IMNE1) and (ii) a transport unit (IMNT1). We recently finalized a strategy that advocates for smart, green, inclusive and sustainable infrastructure development solutions to transform and leapfrog MENA economies. The strategy is built around three pillars: (i) national and regional connectivity; (ii) transition towards low carbon and digital economies and (iii) reforms and private capital mobilization. A transport decarbonization strategy for MENA has been prepared and will guide World Bank’s Transport Practice support in MENA.

The Transport Practice program in Djibouti comprises of sector analyses, technical assistances and infrastructure rehabilitation operations. Specifically, the Program is currently comprised of analytical and business development activities related to the road sector governance, logistics, and urban transport, with specific focus on improving urban mobility, national and regional/cross-borders trade, institutional development, job creation and Human Resources development. In terms of operations, the World Bank is involved in financing infrastructure rehabilitation as part of the Horn of Africa Initiative. The Program also supports and promotes women economic empowerment and private sector investments.

The Transport Specialist will be based in the World Bank’s Djibouti Office. She/he will report to the IMNT1 Practice Manager for Transport. Her/his work-program will be identified by the Practice Manager and adjusted based on the business needs. She/he will be expected to work closely with the Infrastructure Program Leader and Task Team Leaders, based globally, namely in Cairo, Washington, D.C., and Rabat, with opportunities to work with additional teams in the MENA countries. She/he will also actively participate in the relevant Country Management Unit (CMU) discussions. She/he will also liaise and work on cross cutting solutions area, as relevant, and ensure appropriate collaboration and partnership between Governments, the World Bank Group, and other international and bilateral organizations involved in transport in the Mashreq sub-region and beyond as needed.

Duties and Accountabilities

The Transport Practice (IMNT1) for the Middle East and North Africa Region (MENA) is hiring a Transport Specialist to join the World Bank Djibouti Country Office with the following key duties and responsibilities:
Contribute to the policies and investments dialogue that towards decarbonizing the Transport sector development in Djibouti and potentially other countries in MENA in close coordination with the relevant internal global practices and knowledge groups and external donor community active in this field.Take part of a multi-national team in preparing and implementing transport sector operations, supporting the development of the transport program in Djibouti.Contribute to the transport program and supporting other projects in the MENA region as needed.Participate in the preparation of sector policies notes especially in transport connectivity, economic corridors and urban mobility sub-sectors; and contribute to broader cross-cutting issues such as climate change, gender and road safety in transport operations.Participate in analytical activities focusing on climate change, decarbonization pathways, gender-and-transport.Contribute to the preparation and supervision of complex transport operations.Contribute, as appropriate, to the preparation of Country Climate and Development Reports, Systematic Country Diagnostics, Country Partnership Frameworks, etc. The Transport Specialist will also prepare/contribute to the preparation of technical notes, reports and sectoral briefs.Prepare trust fund applications and seek other funding to support the MNA transport program.Participate in strategic discussions with the World Bank country management teams on support to client countries.

Selection Criteria

Advanced degree (minimum of Master’s degree) with 5 years of experience in transport engineering, planning management and/or financing.At least 3 years of relevant transport experience including knowledge or investment project management in transport. This can include project preparation and project supervision, transport sector institutional reforms, and related technical assistance.Strong research and analytical skills in one or more technical areas including roads/highways, urban transport, port, transport planning, transport economics, climate changes, private capital mobilization.Demonstrated analytical skills as applied to common problems in the transport sector.Strong organizational skills, as well as ability to prioritize task and ensure timely delivery under pressure.Enthusiastic, self-motivated and ability to work in teams.Computer literacy in basic software for word processing, spreadsheets and databases.Field experience in developing countries is a plus.Operational experience with sound knowledge of World Bank operational guidelines and procedures is a plus.Strong communications skills with proficiency in written and spoken English and French including strong experience in preparing reports or briefs.
