1. BACKGROUND
About UN-Habitat
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN-Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation.
The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work.

The Planning, Finance & Economy Section (PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development.

REPORTING AND COMMUNICATION
The Urban Economist will be hired to collaborate closely with Municipal Finance and Economy team of PFES. He/she will be reporting to the Programme Lead on Municipal Finance and Economy. Due to travel restrictions related to the COVID-19, any remote working will be explored and require specific arrangements on reporting and communication.

2. DUTIES AND RESPONSIBILITIES
Under the overall the overall supervision of the Programme Lead on Municipal Finance and Economy, the consultant will be responsible for the following duties:

• Providing technical input on economic matters to various ongoing projects within the section and UN-Habitat as a whole
• Researching Urban Economy trends to better understand donor trends as well as local government and private sector needs
• Drafting progress reports, including documentation such as donor reports, knowledge products, advocacy and outreach;
• Facilitating the delivery of technical support to capacity development trainings at national and local scales;
• Preparing and delivering presentations about the work of UN-Habitat in the space of the Urban Economy and Municipal Finance
• Development of Concept Notes and marketing material as needed
• Carrying out of research on donor preferences and maintaining of donor relations

Qualifications/Compétences
• University degree in Economics, Public Policy, Urban Planning or a related field is required
• At least 2 years of relevant work experience in the field of urban economics and/or local economic development is required;
• Prior working experience with a Korean government agency is required;
• Experience of working on issues of urban economy is an asset;
• Experience working in/for the public sector in developing countries, e.g. local governments is considered an asset;
• Working experience with international development agencies and in particular the United Nations is an asset

Traduction
• Written and verbal fluency in English is required.
Knowledge in Korean is desirable
