BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position is based in the Research, Assessment and Monitoring (RAM) Unit of the United Nations World Food Programme (WFP) Regional Bureau for Western Africa (RBD) in Dakar, Senegal. Under the overall guidance of the Senior RAM Advisor, the Vulnerability Analysis & Mapping Officer (Data Analyst) will report to the RAM Officer (Food Security and Market Analyst) and be part of the RAM Unit’s Pillar 2 (FSNMA).
PURPOSE:
To deliver budget and resource analysis and programming activities, and provide support to Country Offices, partnering with and supporting managers in the application of best practice approaches for the efficient, effective, and compliant utilization of funds.
ACCOUNTABILITIES/RESPONSIBILITIES:
Support on refining and extending R based interface/syntax for consolidating/standardizing country level Food Security Estimates into a regional database.
Support in the modelling of food security data and projections of price data to facilitate better planning of WFP operations.
Support COs/RBD in price data upload on Databridge, update regional dashboard and market assessments data processing.
Promote the use of new information and communication technologies for the collection of survey data within WFP (RBD/COs) and its partners (Government/NGOs) through capacity building on the development and use for data analysis.
Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
Represent WFP in meetings with other units involved and with partners to contribute to technical discussions (such as Cadre Harmonisé, FSNWG, ...etc.), exchange of knowledge/experiences, and areas potential collaboration.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Education:
You have
Advanced university degree (Master's degree equivalent, BAC+4/5) (recognized by https://www.whed.net/home.php) in Economics, Agricultural-Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related fields or First University degree (Bachelor's degree equivalent, Licence/BAC +3) with additional years of related work experience or trainings/courses.

Experience:
You have:
At least three (3) years of progressively responsible professional postgraduate (Master’s) experience in data management and analysis activities or a minimum of five (5) years of professional experience in the same fields for First University degree holders. Practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis activities is highly desirable.
Languages: Fluency (level C in reading, writing and speaking) in English and French.
The following Experiences, Knowledge & Skills are required or an advantage:
Experience using a variety of quantitative and qualitative analysis tools and methods.
Good Knowledge of analytical and programming language such as VBA/macro, R, Python, SQL, etc.
Knowledge of R and related applications including RStudio and RStudio Connect.
Experience in the food security and market analysis of WFP programmes is an asset.
