The purpose of this consultancy is to provide expert partnership engagement services to support the GEC in the planning and execution of its 2023 Annual Partners Meeting and Country Coordination Teams Retreat, engagement around priority themes in the GEC 2022-2025 Strategy with the GEC Partners forum and supporting a resource mobilization efforts. This expertise is critical to support the GEC map and action key opportunities to mobilize partners against collective actions and outcomes aimed at supporting country teams respond to increasingly complex needs of crisis affected children and young people listed in our 2022-2025 Strategy.

Scope of Work:

The Global Education Cluster launched its 2022-2025 Strategy last year, which outlines priority areas for collective action with partners, such as early childhood education and youth, coupled with operational priorities, including rapid response and needs assessments. Transforming the ideas captured in the strategy into practical and tangible opportunities is imperative.

To this end, the GEC is seeking a Partnership Engagement Consultant to leverage their expertise and skillset to develop reports, concept notes and frameworks to help engage strategic partners in the priority areas. The GEC is seeking this expertise against three key areas:

Global Education Cluster 2023 Annual Partners Meeting and Country Teams Retreat

The GEC Annual Partners Meeting and Country Teams Retreat brings together over 100+ partners, country coordination staff and donors to discuss pertinent operational and thematic priorities for education in emergencies coordination. The Consultant will develop a concept note, background paper and session plans to help frame and position the meeting against GEC priorities to strengthen partner engagement and mobilize collective action. The Consultant will attend the meeting, acting as rapporteur, and developing a final meeting report.

Resource Mobilization

Realizing several priorities in the 2022-2025 GEC Strategy requires enhanced investment and support from key donors and partners. To this end, the Consultant will undertake a mapping and produce a concept note to strengthen GEC resource mobilization opportunities, including around operational priorities such as rapid education response and needs assessment.

Deliverable 6: Resource mobilization mapping and concept note (20 days)
Thematic Partner Engagement

The GEC is seeking to further mobilize collective action around thematic priorities such as early childhood education (ECE) by planning a roundtable with strategic partners. The Consultant will develop a concept note and framework for this roundtable to support the GEC in identifying practical next steps and actions to realize this work.

Travel

There are an estimated of 2 travels planned as part of this contract to Nairobi, Kenya (estimated dates: June 11-16th 2023) and a second trip TBD based on the location of the ECE roundtable. Additional travel may occur depending on need. The consultant will be reimbursed based on travel invoice following each trip.

Consultant’s Work Place and Official Travel

This consultancy is home based. Applicants to indicate a lumpsum professional fee based on 80 working days from April to October 2023. Travel fees will be reimbursed separately as and when they take place based on economy travel.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum to undertake this TOR based on 80 working days.

Minimum requirements:

Minimum Masters in International Affairs, Humanitarian Affairs, Education, Political Science, Management or other relevant field.

Knowledge/Expertise/Skills required:

Minimum eight years of work experience in the humanitarian sector and/or the education in crises sector. Significant experience developing frameworks, concept notes, reports and strategic planning on key issues around coordination, and education in emergencies, including conducting reviews, evaluations and assessments on humanitarian issues. Previous consultant experience on projects that require a highly iterative and consultative inter-agency process, with capacity to incorporate a range of feedback and perspectives in final products. Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance and coordination. Knowledge of the institutions of the UN system.

For this consultancy, fluent oral and written English is essential.
