The SOFRECO-led consortium was shortlisted to submit a bid for the following EU-funded project in Malawi:

Malawi Energy Programme/Wala Malawi - Technical Assistance

The Overall Objective (Impact) of this 4-year action is to support the modernisation and industrialisation of the Malawian economy and of the electricity sector by implementing the necessary reforms and promoting private sector investments.

With the support of a Power system and market operations expert and an Economist and financial analysis expert + non-key experts, the expected outputs are as follows:

Improved policy, legal, and institutional frameworks, as well as strengthened capacities of energy agencies.
Improved strategic planning of investments in the national grid with secured financing of priority projects.
Increased diversification of the global energy mix with new RE sources and IPP private sector participation in generation.
Strengthened participation of women in the green and digital economies
In the frame of this bid, SOFRECO is searching for candidates for the Market Reform expert position possibly Team leader.

The Team Leader will lead the Technical Assistance and design or adopt reform documents related to the finalisation of the energy sector restructuring requirements, including energy transition issues, and further improvement of the electricity market.
S/he will assist in revising or drafting policy documents and support capacity building and on-the-job training for key stakeholders. S/he will also coordinate and supervise all relevant project Outputs and Deliverables, in close cooperation with assigned experts and advisors, ensuring adherence to the work plan and the quality of Deliverables. S/he will engage in relevant working groups and coordinating bodies to promote collaboration with key stakeholders and will work with staff and partners to integrate environmental requirements into activities. S/he will also actively participate in cooperation with other EU-funded projects and other development partners-funded energy activities in the country.
The Team Leader will be responsible for planning, coordinating, and directing the activities of the project team to meet the intended objectives based on the Terms of Reference and ensure timely delivery of the project Deliverables.
The Team Leader will also be the liaison between the work of this project and that of other related projects currently ongoing in Malawi, whether implemented by the EU or by other international/local institutions.

Project starting early 2023.
Estimated level of effort: 700 working days over 4 years (90% in Malawi).
Additional 100 days if Team leader

QUALIFICATION
Qualifications and skills

University degree in any of the following: Energy engineering, law, public policy, economics, business administration or similar.
An advanced university degree in engineering, law, public policy, economics or business administration or similar will be considered an advantage.

General professional experience

A minimum of 10 years professional experience in fields related to this contract.

Specific professional experience

At least 5 years of experience in providing capacity building and consulting in energy policy.
At least 5 years of professional experience in institutional, legal, and regulatory analysis in the energy sector. Demonstrated experience in analysing aspects of the electricity market restructuring.
Experience in institutional reforms in Sub-Saharan Africa may be considered as an asset (e.g. in areas such as energy sector transition, establishment of the electricity market, implementation of RE projects, development of market based RE supporting mechanism and energy transition).
In-country experience in Sub-Saharan Africa may be considered as an asset.
