Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Deputy Chief of Mission (DCoM), relevant departments in Headquarters (HQ) and the Regional Office (RO), the successful candidate will be responsible for all aspects related to the International Organization for Migration’s (IOM) humanitarian response as well as the work on early recovery and durable solutions, including but not limited to, leading IOM’s humanitarian and recovery operations, resource mobilization and representing IOM in relevant coordination fora, including the humanitarian cluster system and other fora where the humanitarian and recovery response plans and operations are being discussed.

The successful candidate is expected to carry out the duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:
1. Lead and coordinate IOM’s emergency response with a view to ensuring that it is principled, timely, effective and efficient, and contributes to longer-term recovery and alignment to a country response relevant to the triple nexus approach. Ensure that a common strategic vision for operations is articulated, by leading and coordinating its development.
2. Monitor, supervise and oversee the Programme Managers/Officers responsible for the implementation and monitoring of programme activities of IOM’s humanitarian and recovery response, to ensure a harmonized response across thematic and geographical areas of intervention in line with IOM rules and regulations and other procedural standards and policies.
3. In coordination with the CoM and DCoM, represent IOM in meetings with humanitarian partners, namely the Humanitarian Country Team (HCT), the Durable Solutions Working Group, and any other inter-agency forums, to ensure that IOM is represented in the humanitarian response planning, and participates in key decision-making processes. This also includes IOM’s contribution and positioning to the Humanitarian Needs Overview (HNO)/ Humanitarian Response Plan (HRP) and other relevant UN and/or Government strategic documents.
4. Ensure IOM fulfils its cluster coordination functions through the Shelter and Non-Food Item (NFI) cluster and Camp Coordination and Camp Management (CCCM) cluster as well as co-facilitate the Mental Health and Psychosocial Support (MHPSS) Technical Working Group.
Ensure that needs and other sectoral response plans are aligned to the overall strategy of the response.
5. Establish and maintain strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities, facilitating the implementation of ongoing activities and promoting humanitarian access to affected population.
6. Lead the resource mobilization efforts for humanitarian and recovery programming in close coordination with the CoM, DCoM and Programme Managers. Develop and/or support the development of proposals in coordination with the Programme Support Unit (PSU), and ensure regular reporting requirements are met, including on achievements, projects, problems encountered, pertinent developments, and strategic needs.
7. Promote convergence between all programmes and projects aiming to advance efficiency and effectiveness of the response through balanced division of labour, while reducing parallel structures and communication channels, thereby avoiding duplication, overlap and wastage of resources (human, financial, time, other).
8. Ensure the development of programme work plans, establishment of monitoring tools and tracking of implementation challenges to promote up to date and evidence -based decision-making.
9. Ensure that the CoM and DCoM have summaries of key documentation shared by the HCT and other relevant structures and are well prepared to represent IOM in key meetings and decision-making processes related to the humanitarian portfolio of the mission.
10. In coordination with Communications and the Programme Support Unit (PSU), advise on the development and timely dissemination of Sitreps, Talking Points, Key Messages, etc. and be the focal point for operational requests from RO and HQ on matters pertaining to the Country Office’s emergency response and recovery unit. Streamline coordination mechanisms at the field/sub national level to be better linked to the national level and made more efficient and flexible to address the evolving nature of the response, in close coordination with the CoM, DCoM and Programme Managers.
11. In collaboration with Head of Resource Management and Program Managers, exercise financial, administrative, and operational management responsibility and ensure budget expenditure aligns with work plans and donor agreements.
12. In close collaboration with CoM, DCoM and Program Managers and Head of RM, ensure the IOM emergency response staffing structure is in line with programme’s requirements, available budgets, and donor agreements. In coordination with HQ and RO, determine additional requirements for deployments as surge capacity to scale up response operations as needed.
13. Support the design and implementation of continued, targeted staff training on operational and service units to ensure continuity of high levels of general awareness and specialised knowledge/skills among all staff.
14. Undertake travel duties, as required and in line with prevailing security restrictions, related to project implementation and oversight, staff training, and liaison with partners and the Sub-Offices, to coordinate, develop and/or support programme implementation.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.

Experience
• Minimum seven years of relevant working experience in implementation and management of emergency response in hardship duty stations and emergency settings with complex operating environments preferred;
• Knowledge or experience of working with the humanitarian inter-agency coordination and cluster systems;
• Demonstrated expertise and experience in coordinating humanitarian assistance relevant to IOM areas of work including CCCM, Shelter, Health and WASH within hardship locations;
• Experience in liaising with governmental authorities, other national/ international institutions and UN, IOM or INGOs;
• Knowledge of IOM project development procedures (including PRIMA) and processes; and,
• Previous working experience in the southern African region is an advantage.

Skills

• Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
• In depth Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.
